Chemours is seeking a Senior Environmental Engineer (Program Manager) to support our Texas Operations and Thermal and Specialized Solutions (TSS) business. This role is responsible for providing overall strategic leadership and management for TSS Texas operations environmental program(s) aimed at ensuring compliance with federal, state, and local environmental regulations, corporate policies, standards and guidelines, and site-specific requirements. This position will sit at either the Laporte, TX or Ingleside, TX plant site and will report to the Plant Manager at that location.
This position requires the Senior Environmental Engineer (Program Manager) to perform environmentally technical work and to collaborate with site technical, operations, and maintenance personnel concerning environmental-related issues. This position requires minimal delegating or management of other people. The Senior Environmental Engineer (Program Manager) will provide general environmental support for air, water, waste and other environmental regulatory, environmental policy, and internal program requirements.
The responsibilities of the position include, but are not limited to, the following:
  • Provide technical guidance, expertise, and leadership as the site environmental Program Manager.
  • Maintain proficiency in all local, state, and federal environmental compliance regulations and how they apply to the operating facilities. .
  • Provide support on Clean Water Act, NPDES and Clean Air Act permits, Spill Prevention Controls and Countermeasures (SPCC), Storm Water Pollution Prevention, RCRA, groundwater protection, and ISO14001 program management.
  • Lead the compliance efforts for operations for adherence to Clean Air Act, New Source Review, New Source Performance Standards, National Emission Standards for Hazardous Air Pollutants, MACT Standards, Title V permitting or other air operating permits, calculation of emissions inventories, air emission reduction initiatives, Chemours CRC reporting and other associated air program requirements.
  • Manage and prepare required on-time reporting to federal, state, and local agencies, including SARA 312/313, Title V, Air Emissions Inventory, Greenhouse Gas, Hazardous Waste, and the Corporate Environmental Plan.
  • Participate in regulatory audits and other interactions with federal and state environmental agencies and respond to requests or notifications from environmental agencies.
  • Manage and prepare on-time reporting and follow-up for all environmental permit applications, modifications, and renewals.
  • Complete environmental regulation applicability determinations.
  • Drive compliance activities with respect to regulatory and corporate requirements, routine, and non-routine activities such as environmental impact assessments of operations projects or process changes.
  • Lead and/or participate in investigation of environmental incidents, implement system improvements to reduce potential for future events.
  • Participate in 1st and 2nd party environmental audits.
  • Represent the TSS Business in Corporate environmental initiatives and networks.
In order to be qualified for this role, you must possess the following:
  • BS in a technical discipline in chemical or environmental engineering, environmental science, or related discipline OR 8+ years of work experience in chemical or petrochemical manufacturing, in an environmental support capacity.
The following qualifications are preferred by the business unit:
  • Working knowledge of Texas environmental regulations and permitting requirements.
  • Demonstrated functional/technical expertise and experience in other environmental competencies such as air and water regulatory compliance, waste management, including associated permitting.
  • Good written and oral communication, organizational, and interpersonal skills.
  • Ability to read and interpret complex regulations and to work with the site to ensure compliance. Environmental regulatory knowledge in air, water & solid/hazardous waste.
  • Ability to handle multiple tasks simultaneously, achieving results on time and ability to influence/negotiate with others at various levels of the organization and with regulatory agencies.
  • Ability to work effectively with business, operations, technical, and maintenance personnel to maximize results.
  • Ability to provide guidance to plant site environmental resources and to positively interact with other environmental professionals.
  • Ability to take initiative, self-manage, identify what is needed and take effective action to bring about change and lead/implement change while maintaining Chemours Values.
  • Proficiency with MS Excel, MS Word, and PowerPoint.
  • Working knowledge of RCMS and ISO 14001 requirements.
  • Experience in various Environmental related reporting (SARA 312, 313, Air Emission Inventory, CERCLA, NPDES DMR, MACT compliance submissions).
  • Experience in preparation of Waste Characteristic evaluations for off-site waste disposal.
  • Experience in the development/preparation/amendment/renewal of air permits.
  • Ability to develop a strong working relationship with regulatory agencies.
  • Ability to provide environmental guidance in emergency situations and release responses, including agency reporting as required.
