Qualis is seeking a Senior Military Operations Analyst to support Warfighter Capability Acceptance at Schriever SFB, CO.

Duties Include:

• Warfighter Capability Acceptance (WCA) Support: Coordinate with the Joint Staff and CCMDs to develop Warfighter test objectives and observation collection plans for test events in support of WCA;
• Coordinate and schedule Warfighter participation in MDS test events with CCMDs and Service Force Providers;
• Act as liaison to MDA and the OTA for integrating operational test objectives into MDA-led test and development events; and review/analyze test completion briefings and documents to identify capabilities and limitations of new or updated MD systems to support WCA.
• Monitor execution of MDS test events and maintain situational awareness documents and portals for the command.
• Develop crosswalks for each test event to assess Operational Readiness and Acceptance (OR&A) criteria coverage and ensure Warfighter requirements are met over the test campaign.
• Develop, populate, and maintain a MDS database on systems capabilities, limitations, and mitigations accepted through OR&A and added or updated to the MDS.
• Develop and maintain MDS WCA documents and maintain MDS element OR&A status reports in order to provide a coherent, integrated Warfighter voice defining MDS testing needs.
• Develops MD system and element OR&A performance metrics (Critical Operational Issues (COIs), Measures of Effectiveness (MOEs), and Measures of Performance (MOPs) for use in system performance assessments, and crosswalks those metrics against MDA's Key Test Parameters (KTPs) to ensure Warfighter objectives are met during testing.
• Develop recommendations for MDS (Warfighter) Capability Acceptance decisions.
• Participate in the Assessment Integrated Product Team (AIPT) and System Engineering Test Requirements Working Group (SETRWG), as well as the development of the Integrated Master Assessment Plan (IMAP) and Integrated Master Test Plan (IMTP) to recommend Warfighter assessment objectives and ensure that the appropriate data collection venues are planned and made available for assessment.
• Coordinate with CCMDs for MDS and element certification requirements.
• Analyze post-test data for impacts on MDS operational readiness. Write executive summaries, reports and briefings to present information on system performance and test results to senior leadership.
• Plan, coordinate, and support execution of Validation Events (VE) and Trial Periods (TP) whenever new capabilities are delivered to the Warfighter for operational use.
• Attend and support conferences, meetings and briefings as required

Requirements

Required Skills/Experience:

• 10 years of experience with MDS Test and Evaluation strategies, policies, practices, and procedures
• Travel: 10%
• Must be a U.S. Citizen
• An active DoD Top Secret clearance with SCI eligibility is required to perform this work. Candidates are required to have an active Top Secret clearance with SCI eligibility upon hire, and the ability to maintain this level of clearance during their employment.
