The Position

Incumbent works under the direction of the Court Services Bureau Captain or designee, performing a variety of security duties to provide the greatest possible security and safety to employees and visitors of the Hall of Justice and the Civic Center. Incumbent may be called upon to use deadly force to protect the employees and visitors of the Hall of Justice and Civic Center.

Essential Functions

  • Monitor entrance screening stations and conduct screening of incoming persons/packages using x-ray scanners, metal detectors, visual detection, and other appropriate security practices.
  • Detect/confiscate all weapons or contraband, detaining individual(s) until a Deputy Sheriff or other law enforcement personnel respond to the situation, if necessary.
  • Enforce the disposal or containment of legal but inappropriate items (e.g. pocket knife) prior to entry into the Hall of Justice or Civic Center.
  • Establish and maintain effective working relationships with clients, supervisors, County employees, elected officials, attorneys, law enforcement, judges, other agencies, and the public.
  • Comply with Civil Service policies and regulations, collective bargaining agreements, County policies, and laws to create a cooperative, safe, respectful and quality work environment.
  • Respond to questions and provide information/directions to locations (e.g. courtrooms) within the Hall of Justice and the Civic Center.
  • Render immediate first aid and/or cardio/pulmonary measures as needed. Summon appropriate medical personnel and notify DCSO and ESO supervisor when time allows.
  • Assist with any and all emergencies which may arise (e.g. fires, fire alarms, weather related emergencies, bombs/bomb threats, disturbances, mentally ill persons).
  • Provide service to the public and employees in a professional, helpful manner.
  • Make supervisor aware of any hazardous/threatening/suspicious/potentially dangerous occurrence.
  • Become familiar with the laws of the State of Nebraska, ordinances of the City of Omaha, rules of the 4th Judicial District Court, and other pertinent rules, laws, or regulations pertaining to security operations at the Hall of Justice or Civic Center.
  • Prepare and maintain various records, reports and other departmental documents, such as Daily Activity logs.
  • Operate a two-way radio to maintain communication with departmental employees, advising co-workers of a security breech, a disturbance, a potentially dangerous situation, or any other threatening or exigent circumstance.
  • Read and adhere to departmental General Orders.
  • Operate standard office equipment (e.g. fax machine, copier, personal computer, calculator).
  • Attend various training courses, seminars and conferences.
  • Report to work with regular, consistent attendance.
  • Perform other duties as assigned or directed.

Education and Work Experience and Other Requirements

  • High school diploma or equivalent required.
  • Graduation as a law enforcement officer from a state law enforcement academy required. Individuals may also be eligible if they have worked for a Federal Law Enforcement entity for a minimum of one (1) year and are currently certified (as a Federal Law Enforcement Officer) or have worked in the Military Police for at least one (1) year within the past five (5) years.
  • Completion of a pre-employment criminal background check, post-offer drug screen and physical assessment.
  • Completion of all qualifying certifications with an approved firearm, and recertification on a semi-annual basis. Maintain proficiency by qualifying with at least a 70% (unless otherwise specified) on the prescribed course of fire.
  • Completion of all required CPR/First Aid training within the first six (6) months of employment and subsequent recertification.
  • Completion of required Defensive Tactics Course and annual recertification.
  • Completion of required Electronic Control Devices Course and annual recertification.
  • Completion of any and all Entrance Screening Training as determined by the CSB captain.

  • Work is generally performed in a courthouse setting during standard day-shift hours. Work locations are typically at building entrances and temperature may vary. Noise level is usually moderate. Work involves potential exposure to biohazards and infectious materials. Work requires extensive interaction with the public, and may be stressful when dealing with time constraints, limited resources, and irate/combative citizens.
  • Work requires some physical activity, including extended periods of standing, sitting, walking, kneeling, bending, crouching, reaching, stooping and climbing. An incumbent must have the physical ability to protect oneself and others and to control combative or disruptive persons using measures within the Douglas County Sheriff’s Office use of force policy. An incumbent must have the ability to transport themselves to and from various locations throughout the Courthouse. An incumbent must have the ability to occasionally lift/carry objects weighing up to 20 lbs.
  • Required sensory abilities include vision, hearing and touch. Vision abilities, correctable to normal ranges, include close vision, distance vision, peripheral vision, depth perception, and the ability to adjust focus. Communication abilities include the ability to talk and hear within normal ranges. An incumbent must also possess the hand-eye coordination and manual dexterity necessary to operate the following: two-way radio, metal detectors, X-Ray machine, handcuffs, firearms, electronic control devices, office equipment, tools, and any other equipment that is used to perform the essential functions of this job.
