Position Description:

Serco is looking for a Scheduler who is organized, and experienced in analyzing and evaluating shipbuilding, or ship design project schedules and provides program and project managers information to be used in planning, monitoring, and resource allocation. In this role, you will develop plans, including budgets and schedules to meet contractual/project requirements.


This role is contingent on your ability to obtain, maintain, and transfer your DoD Secret clearance post employment.


In this role, you will:

  • Review contractual requirements and participate in defining program requirements. Review and recommend the integration of all aspects of the program from engineering, material, production, sub-contracting, testing, final acceptance, and delivery.
  • Review and assist in the:
    • Creation of the Project Baseline Schedule by ensuring that all labor and material dollar activities are correctly scheduled and resource loaded to create an Integrated Schedule.
    • Managing Project Baseline Schedule changes. Ensuring that progress is accurately entered each week. Oversees the schedule health metrics to ensure schedule is in compliance with Government requirements.
  • Review manning requirements. Provide schedule and manning information to manage vessel construction.
  • Perform schedule risks assessments to identify and mitigate program/project cost and scheduling risks. Develop evaluation methodology, collect and analyze the data to determine the extent to which goals, objectives and needs are being met.
  • Develop documentation, reports, and project plans.
  • Prepare and may present briefings and staff seminars.
  • Participate in planning meetings with business partners. Serves as a resource for resolution of problems.
  • Perform additional duties and responsibilities as assigned.
Qualifications:

To be successful in this role you must have:


  • Must be able to obtain and maintain a DoD Secret Security Clearance Post Employment.
  • Bachelor’s degree in related discipline (in some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience)
  • 5 to 7 years of directly related experience or demonstrable ability (supporting Weekly and Monthly Reporting, supporting Weekly and Monthly Baseline Maintenance, leading the overall scheduling effort on a project to maintain and manage the project and experience with creating the Baseline Schedule) with Microsoft Project scheduling software.
    • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
  • Candidate must possess a thorough understanding of planning/scheduling principles, practices, and techniques to ensure the effective use of Project Management tools. Basic knowledge of shipbuilding principals, methods, and techniques is required.
  • Basic internal team communication, presentation and interpersonal skills for interaction with shipbuilding and naval personnel.
  • 10% travel required.

Knowledge, Skills, Abilities:

  • Familiarity with basic ship design criteria, standard shipbuilding practices and change documentation. Understanding of ship’s drawings and specification documentation. Technical ship construction coursework, a plus.
  • A background in Earned Value Management (EVMS) and knowledge of the EIA-ANSI 748A standard to ensure overall schedule adherence, schedule effectiveness, and system compliance is preferred. Familiarity with MIL Handbook 881 – WBS structure is preferred.
  • Must be able to operate personal computers and have good knowledge and operational abilities with Microsoft Office tools (Word, Excel, PowerPoint, Outlook E-mail, Access and Project), Adobe Acrobat, and Windows Explorer. Experience creating and maintaining spreadsheets for tracking construction and quality of ship construction projects preferred.
