The RFP Specialist II supports sales and account retention initiatives by leading the development of high-quality, on-time RFP/RFI responses. This is accomplished by interacting with individuals throughout the organization, managing deadlines, and understanding Moda’s product and service differentiators to attract and retain group customers.
This position is currently a full time remote position accepting candidates from OR & WA.

- Manage multiple RFPs simultaneously to ensure responses are accurate, professional and are submitted by the required deadlines. Review complex solicitation documents to identify tasks/requirements and determine the most effective response approach/structure for a compliant response. Facilitate debrief meeting of the proposal process with major stakeholders. Act as a knowledgeable resource providing solicitation/proposal process related expertise.
- Lead proposal kick off meeting, outline RFP/RFI requirements, communicate project timeline with deadlines/milestones and collaborate with Sales and Account Executives, Underwriting, Product teams and Senior Leadership to develop strategy.
- Lead RFP Team in managing and updating proposal database. This includes working with subject matter experts to create/add new content, adding responses from recent RFPs, and updating existing content within defined expiration timeframes.
- Independently complete RFIs or RFP questionnaires requested by the Sales Executives / Account Executives without supervision for groups that have 500 or fewer subscribers.
- Contribute to the development and continuous improvement of the RFP process. Identify opportunities to incorporate industry best practices to improve Moda’s RFP process. Provide education and training to teammates on industry best-practices.
- Undertake special projects as assigned with a focus on RFP process improvements and internal documentation to enhance efficiency and quality of the overall RFP team.
- Work collaboratively with Sales Executives/Account Executives and departments across the company to tailor responses to address prospect’s requirements and objectives.
- Clearly articulate and demonstrate Moda’s product and service differentiators to attract and retain group customers.
- Write and edit proposal responses for content, grammar, style, formatting, adherence to proposal requirements and accuracy with internal company policies. Apply edits/changes to master proposal document and maintain version control across each successive proposal draft, up through and including final submission.
- Organize and package accurate RFP responses in compliance with client requirements. Coordinate the production, assembly, and shipping (if needed) of both electronic and hard copy responses.
- Manage, coordinate, and produce various sales/departmental reports and executive dashboard reports including but not limited to, weekly sales tracking report for groups with over 200 employees and semi-annual broker survey reports.
- Interpret report requests from Sales Executives and prepare data for Analytics team. Review results for accuracy prior to releasing externally.
- Provide backup coverage for Geo Access report requests, as needed.
- Track RFPs for groups with over 200 employees from initial point of generation to the end of sales cycle using proposal software, RocketDocs.
- Provide internal support to the Group Sales team.
- Maintain and enhance business skills, including understanding health care industry and participate in all relevant training opportunities to enhance and improve current skill set.
- Must be able to come into the office once a month for special projects or all staff meetings.
- Perform other related duties as assigned by management team.
- Bachelor’s degree preferred; or a minimum of five years’ experience in health insurance/employee benefits industry; or seven to ten years’ experience successfully managing and responding to RFPs/RFIs; or seven to ten years’ complex project management experience.
- Advanced proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint), Microsoft Outlook, Microsoft Project, Microsoft SharePoint and Adobe Acrobat Professional applications. Additional experience with RFP software, GeoMapping Disruption tools (Quest Analytics or Optum) and CRM (Salesforce) preferred.
- Excellent writing and editing skills including proper grammar and punctuation skills with high attention to details and proven ability to produce quality, print-ready materials.
- Effective interpersonal skills including the ability to work and collaborate with a variety of individuals at all levels throughout the organization.
- Ability to understand and synthesize information and develop clear, accurate and concise responses to RFP requirements. A combination of writing, technical and sales/marketing skills strongly preferred.
- Strong project management skills with particular attention to details, ability to prioritize multiple projects and the ability to work under pressure in a deadline-sensitive environment.
- Ability to be self-directed and work independently with little supervision.
- Ability to lead and facilitate projects and meetings.
- Strong reasoning ability, critical thinking, problem-solving and organizational skills.
- Ability to assemble proposal binders, pack boxes and transport to mail room.
