Job Summary
This position exists to manage office operations, prepare, revise, and audit correspondence and documents, update personnel records, provide procurement services and manage financial resources for the Regional Fisheries Office, seven Area Fisheries Offices, three Research offices, the Statewide Fisheries Construction Crew and one Coldwater Hatchery, all within the administrative NW Region. Additionally, the person in this position provides program information, rules, and policy information to the public and other governmental units. The person in this position also advises and directs NW Region Area Fisheries clerical staff.
This position may have the option to telework on part-time basis. If so, the employee will be required to complete a telework agreement.
Responsibilities include:
- Monitoring the region's budgets and accounting system so that all obligations are accurately met, and budgetary analysis is accurate, current, and readily available.
- Establish and revise region-wide procedures and work systems; perform office management activities so that support services are effectively provided to Regional Fisheries Manager, Assistant Regional Fisheries Manager, Fisheries Research Unit, Aquatic Plant Management staff, Area and Hatchery staff.
- Processing various complex fisheries program applications including Live Fish Transportation, Importation and Stocking permits and Aeration permits while serving as a liaison between the public, section of Fisheries, and other involved disciplines.
- Providing and maintaining a data and management information system of Fisheries activities that coordinates plans, survey, and assessments.
- Responding to inquiries regarding rules, regulations, and public complaints.
Qualifications
Minimum Qualifications
Customer service and oral and written communication skills sufficient to respond promptly, professionally, and accurately with internal and external customers.
English skills sufficient to generate readable and accurate written materials (e.g., letters, memos, reports and instructional documents) free of spelling and grammar errors.
Word processing and typing skills sufficient to prepare advanced correspondence, documents, informational articles, policies and procedure statements.
Accounting and budgeting skills sufficient to create purchasing orders, code invoices, track budgets and maintain accurate financial records and reports.
Spreadsheet skills sufficient to organize data and enter information from a variety of sources, compile lists, and prepare spreadsheets necessary for tracking budgets, expenditures and projects.
Accounting skills and business principles sufficient to analyze, interpret, compile, and reconcile items purchased or services rendered.
Leadwork skills sufficient to review and resolve complex issues.
Demonstrated experience establishing and maintaining electronic and paper filing systems.
Demonstrated organizational skills and the ability to manage multiple projects of varying size and complexity.
Preferred Qualifications
Three (3) years of general office experience including, but not limited to writing, keyboarding, editing, filing, electronic publishing, workload organization, public relations, postal and other shipping methods and regulations, and operation of various office equipment (e.g. copy machines, telephones, faxes, printers).
Experience with Microsoft Office Suite (i.e., Word, Excel, Outlook, and Access) at an advanced level sufficient to compose, create, modify, and publish documents and materials.
Experience with Adobe Acrobat Pro sufficient to manage PDF documents.
Advanced organization skills using project management and/or other measures such as computer software programs that enable efficient work organization, including the work of others.
Workload organization and scheduling skills are required to effectively manage office operations, work under time constraints and large workloads, and to complete work assignments.
Physical Requirements
Occasionally lifting such articles as file boxes and heavy hand tools or heavier materials with help from others and/or lifting and carrying light objects frequently. Even though the weights being lifted may only be a negligible amount, a job is in this category may require walking or standing to a significant degree or may involve sitting most of the time.
