About the Position:

The newly-formed Sun City Department of Public Safety is seeking qualified individuals to fill several Public Safety Officer positions. PSO's will be hired and vetted by a third party private security firm and subsequently assigned to the Public Safety Department upon hire to service a private Homeowner's Association in Apple Valley, California, as part of a contracted community patrol initiative. We are seeking candidates who have graduated from a California P.O.S.T. PC 832 Reserve Peace Officer Course, or candidates who hold equivalent work experience, academic qualifications, out-of-state or federal/military training.

POSITION TO BEGIN ON JULY 1st, 2023. HIRING TO BEGIN JUNE 1st 2023.

ARMED STATUS OF PUBLIC SAFETY DEPARTMENT PENDING APPROVAL. ARMED STATUS WILL INCLUDE AN INCREASED PAY RATE.

Public Safety Officer Responsibilities:

The Public Safety Officer role is a non-sworn, non-law enforcement, position within the Department whose primary responsibilities are to provide for the protection of life and property on community owned and controlled premises. This may be accomplished by patrol vehicle, foot, and/or bicycle patrol of community roadways, walkways, parking lots, administrative and communal buildings and residential areas, as well as other satellite locations located near the community.

Public Safety Officer duties include, but are not limited to, the following:

  • Interacting positively with community members on a daily basis.
  • Providing excellent customer service to residents, guests and staff.
  • Responding to calls for service from residents, guests and staff.
  • Responding to emergency situations as they arise.
  • Conducting preliminary investigations of criminal and non-criminal incidents.
  • Assessing circumstances and conditions at the scene of an incident and determining the appropriate response.
  • Assessing severity of medical emergencies, rendering first aid and/or CPR/AED when necessary, and summoning medical assistance as required.
  • Maintaining perimeter and crowd control in the areas of crimes, emergencies, and special events.
  • Making citizen's arrests when necessary.
  • Testifying in court when necessary.
  • Staffing one of several guard gates to control access into the community.
  • Operating a marked DPS patrol vehicle in and around community.
  • Documenting issues in the community with regard to safety and security and promptly reporting them to appropriate persons, as well as responding to all security and fire alarms.
  • Enforcing parking and traffic control regulations within the confines of the community and providing directions as necessary.
  • When necessary, enforcing community policies and any applicable laws as authorized by the community's board of directors as well as the safety and access committee as applicable to public safety functions.
  • Working cohesively with external community partners such as city and county law enforcement agencies when necessary on issues of safety, theft or crime affecting the community and its residents.
  • Performing other services and duties as assigned.

All applicants should be well-versed in report writing, basic and intermediate security procedures, conflict de-escalation and should be able to abide by post orders drafted by department/community leadership. Applicants should also be able to acquire a basic understanding of any and all software used on site for the purposes of gated access control, report writing, and other daily tasks.

Required Qualifications

  • Must have a current and valid California Driver License.
  • Must be very proactive and self-driven.
  • Must have excellent customer service and communication skills.
  • Must have excellent critical thinking and decision-making skills.
  • Must be team oriented.
  • Must have the physical ability to assist with the rescue of sick and injured persons.
  • Must be able to function on foot patrol and make physical arrests when necessary.
  • Must be able to work outdoors in inclement weather for extended periods of time.
  • Must undergo and pass the department administered oral interview.
  • Must submit to and pass a thorough personal and criminal background investigation.
  • Must have legible handwriting for the purposes of report writing.
  • Must be able to effectively communicate via telephone and two-way radio.
  • Minimum education: high school or equivalent.
  • Minimum experience: one year with public interaction.

Preferred Qualifications

  • Prior law enforcement experience (retired, current, or reserve/non-sworn)
  • Prior military experience (active duty, national guard or reserve/state service)
  • Completion of a CA POST Basic or Modular III/II/I Academy.
  • Completion of a CA POST PC 832 Reserve Peace Officer Course (arrest+firearms)
  • Previous Public Safety experience
  • Previous HOA or residential security experience.
  • School security experience
  • Hospital security experience
  • In-house security experience with public interaction (eg. theme park)
  • Street patrol experience ( eg. City of Los Angeles Street Patrol Officer permit)
  • Fire safety training
  • Workplace safety training.

Upon Conditional Job Offer, Each Public Safety Officer Candidate Must:

  • Be at least 21 years of age by the date of hire.
  • Pass a department oral panel interview.
  • Pass a psychological exam.
  • Pass a background screening.
  • Pass a physical agility test.
  • Be willing to work a rotating schedule with weekend, grave, and holiday availability.
  • Be willing and capable of successfully completing a California Bureau of Security and Investigative Services (BSIS) Security Guard course (as applicable).
  • Be willing and capable of successfully completing a California Bureau of Security and Investigative Services (BSIS) Exposed Firearm course and meeting all issuance requirements/prerequisites as outlined by BSIS (as applicable). *armed status pending*
  • Be willing and capable to successfully secure the appropriate BSIS certifications for the carry of pepper spray and baton (straight, side-handle and collapsible), as applicable.
  • Be willing and capable to successfully complete a P.O.S.T. PC 832 (powers of arrest & firearms) course, (as applicable).
  • Be willing and capable to successfully pass and complete a TASER certification course.
  • Be willing and capable to successfully pass and complete a handcuff and restraint certification course.
  • Be willing and capable of successfully completing an American Red Cross/American Heart Association first aid/CPR and AED certification course (as applicable).

Upon hire, applicants will report to a Director of Public Safety (or equivalent) and will be assigned to either a part-time or full-time post as a Public Safety Officer Recruit. Upon completion of a 90-day probationary field-training period, recruits will be promoted to a Public Safety Officer l position with the possibility of further advancement.
