Role Overview
The Supply Chain organization is seeking a full-time Proposal Manager (Level 4) to join the Integrated Fighter Group (IFG) Supply Chain Management (SCM) team. The selected candidate will be a part of the IFG SCM Operations Proposal Management team responsible for managing multiple facets of IFG Subcontracting activity in support of IFG Prime Contracting proposal efforts.
In this highly visible and fast-paced role, the selected candidate will act as a leader, liaison, and project manager to ensure IFG Prime proposals have adequate and timely Material support. The selected candidate will work closely with Procurement, Price Costs Analysis, Estimating, Program Management, Business Development, and other functional areas at all levels of the organization.
The selected candidate will be required to utilize and develop metric tools to track and report progress on key milestones and financials throughout the acquisition process. The selected candidate will also support proposal negotiations both at the subcontracting and prime contracting level.
In this role, you will:
Must be a US Citizen with the ability to obtain a government Secret clearance. This position is located at a facility that requires special access.

In this role, you will:
- Represent the SCM organization to both internal and external stakeholders at all levels
- Coordinate, organize, and deploy the SCM strategy to support Prime Contract efforts
- Develop supplier Requests for Proposal (RFP) / Quote (RFQ) and associated documentation
- Track and report on supplier proposal efforts from RFP through definitization
- Analyze and measure supplier proposal performance to both schedule and financial targets
- Identify, communicate, and mitigate risks, issues, and opportunities
- Ensure Material Estimates are current, accurate, and complete for all SCM inputs
- Help train, mentor, and guide other IFG SCM Operations Proposal Management team members

Basic Qualifications:
- Bachelor’s degree from an accredited college in a related discipline
- Experienced communicator (written, verbal, presentation) across all levels of the organization
- Advanced Microsoft Office (PowerPoint and Excel)
- Supply Chain, Program Management, Project Management, Contracts, Pricing, and/or Material Estimating experience
- Familiar with US Government Contracting and the associated regulations (FAR/DFARS/TINA)
- Master’s degree from an accredited college in a related discipline
- Formal or Informal Leadership experience
- Experience in Control Account Management (CAM) or Earned Value (EV) Management principles, reporting, requirements, tools, and tempos with CAM certification ideal
- Familiar with Direct Commercial Sales (DCS) and/or Foreign Military Sales (FMS)
- Procurement experience with complex production, development, and/or sustainment requirements
- Experience interpreting contract requirements, preparing RFPs, and analyzing and negotiating proposals
- Integrated Fighter Group (IFG) experience
- Familiar with Lockheed Martin Policies and Procedures
