Property Maintenance Inspector

SUMMARY:
The incumbent under direction of the Building Official is responsible for enforcing all property nuisances and ordinances adopted by the City of Fort Smith to insure that all properties within the city limits of Fort Smith are maintained to the adopted standards.

Essential Duties and Responsibilities include the following. Other duties may be assigned. Note: All City of Fort Smith positions require the employee to provide good customer service to both internal and external customers, maintain positive and effective working relationships with other City employees, and have regular and reliable attendance that is non-disruptive. Must show cooperation and respect to fellow employees and supervisors at all times.

1. Receive request for property inspections and complaints and perform field inspections to insure the ordinances are met.
2. Answer questions and provide interpretations regarding property standards and ordinances.
3. Perform record keeping duties for inspections, file and maintain office records of property standards.
4. Investigate and locate of owners of properties in violation of City codes and ordinances and notify the property owners about the violations.
5. Assist the Building Official and Property Maintenance Supervisor in gathering information for any legal enforcement of Property standards complaints and violations and attend the Property Appeals Board Hearings.
6. Ensure city vehicle maintenance is performed on a regular basis.
7. Assist other code inspectors as needed and perform other duties as assigned.
8. Meet and work with neighborhood associations, individuals and groups to explain the benefits and the services provided by good property maintenance and help to establish neighborhood revitalization and improvement programs.
9. Inspect and investigate issues related to zoning, signs and housing compliance in accordance with the City codes and ordinances.
10. Assist with establishing programs to address specific problem areas related to property maintenance within the City.
11. Work hours other than normal business hours due to peak and fluctuating workloads and meetings.
12. Prepare case files and information and work with City Attorney and attend Court as need to resolve property concerns and violations.
13. Perform other duties as required or assigned.
14. Regular attendance and timeliness is required.

Qualification Requirements:
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Education and/or Experience:
  • High school diploma or GED is required.
  • Must have 3 years previous related work experience in government/municipal department positions.
  • Knowledge of local government operations is helpful.
  • Must be able to pass and obtain the ICC Property Maintenance Housing Inspector Certification within one year of employment.

Other Skills and Abilities:
The incumbent must possess good verbal and written communications skills as well as good organizational skills. Problem solving and analytical ability are required to perform the duties of this position. Excellent communication and interpersonal skills are also required. The incumbent should have knowledge of modern office practices, procedures, and equipment. Must be proficient in the reading and interpretation of the nuisance ordinances and must be capable of using a personal computer.

While performing the duties of this job, the employee must frequently stand, walk, talk and hear. Occasionally sit; use hands to handle objects, and reach with hands and arms. The incumbent must also climb or balance, stoop, kneel, crouch or crawl. Specific vision abilities required by this job include close, color, distance, and peripheral vision. Depth perception and the ability to adjust focus are also required. The employee is occasionally required to lift up to 50 pounds.

While performing the duties of this position the incumbent is exposed to outdoor weather conditions. The incumbent will work in and around unsanitary and unsafe conditions such as overgrown properties and dilapidated buildings. The noise level in the work environment is usually moderate.
