Job Title: BPA Program Manager - Client CISA Digital Transformation Support Services (DTSS)

Location: Various CISA facilities in the National Capital Region (Client), including CISA OCIO 4601 N. Fairfax Ave, Arlington, VA 22203, the Contractor's facilities/remote, and other CISA facilities in the Washington, DC Metro Area, and all classified work will be performed at Government facilities and/or Government SCIF.

Clearance Required: Top Secret (Client or Other)

Position Summary:
We are seeking a highly experienced and qualified Government Contractor Client CISA Digital Transformation Support Services (DTSS) BPA Program Manager who will oversee a 100MIL+ BPA for CISA's digital transformation support services. The BPA Program Manager will be responsible for providing organizational governance and delivery of core enterprise capabilities, establishing OCIO as a source for cross-agency coordination and collaboration on established and emerging technology needs that impact CISA's mission demands, and establishing transparency and accountability in the planning, delivering, and completing large-scale enterprise-wide IT initiatives.

Key Responsibilities:
  • Provide oversight for a 100MIL+ BPA for CISA's digital transformation support services
  • Establish OCIO as a source for cross-agency coordination and collaboration on established and emerging technology needs that impact CISA's mission demands
  • Establish transparency and accountability in the planning, delivering, and completing large-scale enterprise-wide IT initiatives
  • Provide organizational governance and delivery of core enterprise capabilities
  • Ensure a consistent baseline of service excellence measured by impact on productivity and responsiveness of CISA headquarters teams and CISA mission Divisions to cybersecurity and infrastructure preparedness initiatives
  • Enable mission-focused, data-driven innovation, including methods for rapid evaluations, testing, and adoption of new technologies
  • Innovate and rapidly execute as a unified agency across mission divisions
  • Structure, control the process and manage the overall capability of IT infrastructure for rapid responsiveness to emerging threats and technology capabilities
  • Provide BPA functions, program/project management services, performance tracking and reporting, and BPA execution according to industry best practices
Minimum Qualifications:
  • Possess an Active Top Secret (TS) Clearance
  • Required to be eligible to be granted Sensitive Compartmented Information (SCI) from Client
  • Active/Current verifiable Project Management Professional (PMP) and ITIL v3 or v4 Foundation certified to ensure BPA functions, program/project management services, performance tracking and reporting, and BPA execution are conducted and managed according to industry best practices.
  • A minimum of seven (7) years of experience in IT program management
  • A bachelor's degree in Management, computer science, or information systems
  • Experience applying Agile and Scrum methodologies
  • Experience providing oversight over a large Federal agency or Bureau-wide BPA/IDIQ, which entailed enterprise-wide Digital Transformation and innovation initiatives
  • Experience leading teams of 50 or more employees.
Required Skills /Education/ Certifications & Qualifications:
  • Master's degree in Management, computer science, or information systems.
  • Familiarity with federal IT regulations and security requirements.
  • Experience working with Client, CISA or other federal agencies.
  • Experience managing IDIQs and/or BPAs $100 million or more.
  • Experience leading large-scale IT infrastructure and service delivery projects.
  • Experience with cloud adoption and migration.
  • Experience with emerging technologies such as artificial intelligence, machine learning, and robotic process automation.
