SUMMARY:

Ecke Holding Company dba as PCI Federal Services (PCIFS), is a Tribally Owned Enterprise overseeing twelve (12) Small Disadvantaged Businesses (SDBs) to include SBA certified 8(a)/SDBs which provide technical and professional services to U.S. Federal Agencies and the Department of Defense. This Enterprise was formed under the Poarch Band of Creek Indians (PBCI); the only Federally-Recognized tribe in the state of Alabama.

This senior executive position reports to the Corporate Officers of the PCI Federal Services (PCFS) Executive Team (CEO, CFO, and COO). The President is responsible for providing strategic planning, business development, financial and operational leadership for the company against approved annual budgets and strategic plans. The President will closely coordinate and work with the organization’s executive leadership team to attain P&L and growth goals and will update the Corporate Officers and Ecke Board of Directors on a quarterly basis.

Duties and Responsibilities

  • Work with the Corporate Officers and Board of Directors in development of the Culture of the PCIFS Enterprise.
  • Lead the creation of the 1-year, 3-year, and 5-year Strategic Plan.
  • Work with the CEOs of the Enterprise LLCs to develop their role within the overarching Strategic Plan.
  • Direct the organization’s business development strategy, operational execution, and fiscal function. Utilize the senior management team in the overall annual budget development and set performance expectations.
  • Present and obtain annual P&L budget approvals from the PCIFS Board and PCIFS CFO specifically.
  • Lead the Annual Leadership Meeting in Atmore, AL.
  • Develop the comprehensive Shared Services organization and oversee its timeline.
  • Travel and participate in GOVCON Industry Conferences as well as strategic meetings with Federal agencies and Department of Defense (DoD) perspective customers and industry partners for teaming.
  • Actively manage the Executive Vice Presidents (Operations and Business Development).
  • As required, visit customer sites to provide executive level support to both customers and employees on-site.

Job Requirements

Qualifications

  • Master’s Degree from an accredited institution in Engineering, Industrial Management, Business Management, or related field is required.
  • Twelve (12) years of verifiable senior and/or executive GOVCON experience.
  • Five (5) years of verifiable senior level employment experience in a tribally-owned “super 8a” enterprise with revenues exceeding $150M/year across LLCs and 500+ employees is required.
  • Proven ability to grow a business enterprise to $500M in annual revenues.
  • Must understand a Shared Services System that supports multiple LLCs.
  • Must be a strong and collaborative leader with excellent communication skills.
  • Demonstrated leadership and complex organizational management skills are required.
  • Must have proficiency and understanding of Federal Agency and Department of Defense customer sets.
  • Must be able to interpret and execute GOVCON contractual requirements.
  • Must have thorough understanding of the federal government structure and procurement process.
  • Must possess working knowledge of accounting processes, including financial statements, budgets, bidding processes, accounts receivables/payables, inventory, debits, and assets as required.
  • Must have hands on working capability with software programs such as Microsoft Word, Excel, PowerPoint and experience in monitoring and using MRP systems.
  • Must be able to analyze data, develop and effectively write business reports and provide top notch presentations on company progress.
  • Must have or be able to obtain a Top-Secret Clearance (DoD).
  • Must be willing to relocate to Huntsville, Alabama or maintain a residence in the Washington DC area.

Physical Requirements

The physical demands described herein are representative of those which must be met by an employee to successfully perform the essential functions of the job. Employees must possess the ability to work in a standard office or conference room setting and use standard office equipment, including a computer.


To visit other company sites, employees must be able to operate a motor vehicle and fly in an aircraft, both of which may require sitting for prolonged periods of time. Employees must possess vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups and over the telephone. Standing in work areas and walking between work areas will be required. This position requires an employee to occasionally bend, stoop, kneel, crouch, crawl, climb or balance; reach, push, and pull drawers and doors open and closed. The employee must occasionally lift and/or move up to 20 pounds.
