BENEFITS
GENERAL DEFINITION AND CONDITIONS OF WORK
Performs skilled professional work handling a variety of land development and other assignments in the Planning and Development Department; does related work as required. Work is performed under the limited supervision of the Senior Planner.
This is sedentary work requiring the exertion of up to 10 pounds of force occasionally, and a negligible amount of force frequently or constantly to move objects; work requires standing, fingering, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, use of measuring devices, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is not subject to adverse environmental conditions.
ESSENTIAL FUNCTIONS/TYPICAL TASKS
Assisting in the preparation of short and long-range development and improvement plans; preparing graphic materials; conducting research; interpreting zoning and related codes; maintaining records and files; preparing reports. Prepares and interprets ordinances, plans, and reports for citizens, City staff, and various Boards. Assists with the Planning and Development Department web content. Processes and distributes online Submissions of Development applications for review. Researches planning related topics; research and prepares ordinance and land use plan amendments; interprets maps and data in preparation of a variety of projects. Reviews building, sign, and zoning permits; performs zoning inspections and investigates and issues zoning violations; prepares zoning verifications. Attends public, neighborhood, and community meetings as needed. Assists with daily inquiries from the public on interpretation of ordinances, plans and policies. Assists the Planning Board and Board of Adjustment; provides assistance to special committees as appointed by the Boards; processes Special Use Permits and Variances and Appeals; prepares staff reports. Assists in notifying adjoining property owners of projects. Assists with legal notice preparation and distribution according to State law. Maintain and manage department plats, records, databases, forms, logs and files and update both electronic and paper file management systems as necessary. Reviews site plans for development to ensure compliance with applicable ordinances. Serves to follow-up on the progress of major development projects and update records as necessary. Performs related tasks as required
KNOWLEDGE, SKILLS AND ABILITIES
General knowledge of the principles and practices of municipal planning and development review; general knowledge of current literature and recent developments in the field of urban planning; general knowledge of ordinances governing zoning and related codes; ability to analyze and systematically compile technical and statistical information and to prepare technical reports; ability to prepare and present technical information clearly and in an interesting manner to lay groups and the public; ability to establish and maintain effective working relationships with associates and the general public.
EDUCATION AND EXPERIENCE:
Any combination of education and experience equivalent to graduation from an accredited college or university with major course work in geography, planning, public administration, or related field and two years of experience in planning and/or zoning; including land development.
SPECIAL REQUIREMENTS
Possession of an appropriate driver’s license valid in the state of North Carolina.
