JOB SUMMARY


The Program Director (PD) of the Residential Rehabilitation Program (RRP) is responsible for the overall management and development of residential services for persons with chronic mental illness, in accordance with agency policies and procedures and in compliance with Maryland regulations. The RRP PD shall work with the Vice President of Mental Health and Rehabilitation Services (MHRS) to ensure the provision of services that promote the client's ability to engage and participate in appropriate community activities, and enable the individual to develop the daily living skills needed for independent functioning. The RRP PD shall have operational oversight of the residential program, including recruiting, hiring, training and supervising staff. In addition, the RRP PD shall work to develop, implement and monitor the operating budget and ensure the proper processing of Programs’ Medicaid billing procedures. The SPD of RRP has oversight for residential services offered primarily in Baltimore City and other assigned jurisdictions and works closely with the agency’s PD of RRP who oversees residential services offered primarily in Prince George’s County to optimize care delivery and share best practices.

RESPONSIBILITIES:

  • Develops and manages the delivery of effective rehabilitative services for persons with chronic mental illness in compliance with VOAC policy and state and contractual regulations.
  • Screens, interviews, hires and manages staff for PGMH Program while overseeing overall process for SPC/PRP programs in collaboration with PRP Director.
  • Ensures that orientation is provided to all staff, volunteers and interns and that in-service training is provided on at least a quarterly basis to direct care staff to the needs and characteristics of the population served and according to the applicable regulations. Ensures all training is properly documented.
  • Ensures that the PRP and RRP staff are privileged in compliance with VOAC policies and procedures and COMAR regulations and consultants perform only those duties for which they are credentialed and privileged.
  • Ensures the programs have a process for reviewing credentials and for assigning privileges to staff in accordance with COMAR
  • Ensures appropriate staff coverage and availability of on-call and emergency support in compliance with applicable regulations.
  • Participates in the referral process established by the CSA. Assigns staff to conduct screening assessments and eligibility determinations on applicants for service within specified time frames.
  • Notifies, in writing, the reason for denial of service and provides as appropriate, information regarding other resources and service recommendations.
  • Refers as appropriate, individuals denied RRP services, to the CSA or other agencies.
  • Supervises the suspension of clients from service in compliance with applicable regulations.
  • Coordinates the termination of clients from the program in compliance with applicable regulations.
  • Ensures that services are provided in home like environments which are in compliance with fire, safety, and licensing requirements.
  • Collects and manages data and prepares reports as directed.
  • Works with the programs' Advisory Group and other human service planning agencies to develop and improve service and integration opportunities for persons with chronic mental illness.
  • Ensures that client records are established and maintained as required by regulating agencies.
  • Ensures that billing documentation is prepared and submitted according to established procedure for programs under supervision.
  • Ensures program operations are executed within established budget.
  • Works cooperatively with funding and contracting agencies to improve and maximize service delivery.
  • Supervises the efforts of the PRP Director to ensure program compliance with the Quality Management Plan, risk Management Plan and the Utilization Review Plan.
  • Participates on the agency’s Senior Leadership Team.

EFFECT ON END RESULT:

  • Program operates in compliance with applicable regulations and VOAC policies and procedures.
  • Rehabilitative services are provided which effectively address identified client needs and enable clients to live successfully and progressively independently in the community.
  • Services are provided by competent, trained staff.

  • The ability to safely operate a motor vehicle to transport oneself, consumers, and program supplies as necessary.
  • The physical ability to travel to assigned locations, stand, stoop, bend, reach, pull, push, lift, grasp, climb, talk, see, hear and perform basic and light home maintenance activities, and operate office equipment.
  • Move and lift light objects up to 30 pounds such as mail, supplies, files, and equipment.
  • Operating office equipment requiring continuous or repetitive hand/arm movements.
  • The ability to remain in a sitting position for extended periods of time.
  • Occasionally, ability to lift, carry, push, pull or otherwise move objects, including the human body.

Qualifications


REQUIREMENTS

  • Status as a mental health professional or registered or certified Creative Arts Therapist; Rehabilitation Counselor with a Master's Degree in rehabilitation counseling, psychiatric rehabilitation, vocational rehabilitation or certification by the Commission on Rehabilitation Counselor Certification; or a therapeutic recreation specialist who has a Master's Degree in therapeutic recreation or is registered as a therapeutic recreation specialist by the National Therapeutic Recreation Society and three-five years of supervisory experience is preferred.
  • A Master's Degree in Social Work, Psychology, Mental Health, Sociology, or a related field and three-four years of experience working with persons with chronic mental illness (which includes two-three years of supervision), or a Bachelor's degree and five-seven years of experience (three-four years supervisory experience) working with persons with chronic mental illness and/or education is required.
  • The position requires a demonstrated ability to manage a complex multi-function residential program with multiple sites.
  • It requires experience in program development and management of services for persons with chronic mental illness; experience in the development and implementation of an employee training program; and experience ensuring compliance with policy and regulation.
  • Additional skills required are budget management, personnel administration, advocacy and public relations. Experience in computer skills Microsoft Office Suites.
  • Ability to use independent judgment and address conflict and find resolutions.
  • Excellent interpersonal, written, and oral communication skills.
  • Bilingual in any language a plus.
