Why does the job exist?

This position supports the Fleet Management Bureau to ensure and maintain overall support of all Bureau activities and responsibilities. This position will administrate and provide oversight of procurement and financial documents in SHARE for assigned areas.

How does it get done?

Create and maintain price agreements, create purchase orders, and invoicing for payment for the Fleet Management Bureau (FMB).
Provide expertise on the SHARE financial processes for FMB - Attend all training courses on SHARE Financial Module and relay information on process and procedures with State Maintenance Bureau staff.
Provide guidance to FMB employees to ensure the proper procurement procedures, rules and regulations are followed. Referencing the General Government Administration State Procurement Code Regulations and New Mexico State Purchasing and New Mexico Department of Transportation (NMDOT) Statewide Price Agreements.
Administrative support for FMB such as filing, note taking, ordering office supplies, make copies, schedule meetings with vendors, and meetings.
Communicating with coworkers, vendors, General Office personnel and District personnel by e-mail, phone or in person.
Budget and project planning with Operating Budget, Contract Fleet Management budget, Field Supplies budget. Run monthly budget and encumbrance reports for each section of FMB.
Provide regular summary reports of FMB activities to the Business Ops Deputy Secretary. Such as budget reports, and inventory reports.
Provide all correspondence related to FMB procurement activities to the General Office Procurement section for approval of all purchase requests.
Monitor budget for multiple departments codes for FMB and advise requester immediately of any issues such as if there is adequate budget for requests for purchase orders or employee per-diem requests. Provide regular budget status reports for FMB. Reallocate budget if needed for FMB. Problem solving with inventory transactions, journal vouchers, journal entries, accounts payable and purchasing. Deposits and invoicing for FMB.
Prepare, audit and process purchase orders and invoices for FMB.
Review all purchase requisitions to insure proper authorization and validity for FMB.
Enter all inventory transactions in the SHARE Financial module, such as inventory purchase orders, receivers, and inventory reports.

Ideal Candidate

The ideal candidate will have the following:

  • Excellent communication skills;
  • Ability to multitask and set priorities based on hard deadlines;
  • Experience with Excel, Outlook, SHARE Financial, and Price Agreements; and
  • Strong problem solving skills and the ability to work alone or as part of team.

Minimum Qualification

Associates Degree in Business Administration, Public Administration or Accounting and two (2) years of directly related job experience in the areas of office administration, budgeting, purchasing, finance, accounting, auditing, cash management and/or contract management. Employment Requirements

Must possess and maintain a valid New Mexico Driver's License.

Working Conditions

State of New Mexico employees may be impacted by the Public Health Order dated December 19, 2022, which requires facilities licensed or certified by the Centers for Medicare and Medicaid Services ("CMS"), including all hospital types, long-term care facilities, nursing homes, hospice facilities and rehabilitation facilities, as well as assisted living facilities and adult day care settings, to adhere to all COVID-related requirements prescribed by CMS, including, but not limited to masking and staff vaccination.

Work is performed in an office setting with exposure to Visual/Video Display Terminal (VDT) and extensive personal computer and phone usage. Some sitting, standing, bending and reaching may be required.
