POSITION SUMMARY

The Municipal Court Judge serves as the chief judicial officer of the Webster Groves Municipal Court and performs a variety of routine and complex work in the arbitration of disputes, advises counsel, litigants, court personnel, and administers local judicial system pursuant to Missouri State Statutes and Missouri Supreme Court.

ESSENTIAL FUNCTIONS

  • Establishes rules of procedure on questions for which standard procedures have not been established by law or by superior court.
  • Hear and preside over all cases filed in the Webster Groves Municipal Division of the Circuit Court of St. Louis County.
  • Listens to presentation of case, rules on admissibility of evidence and methods of conducting testimony, and settles disputes between opposing attorneys.
  • Sentences defendants in cases filed in the Municipal Court, according to statutes of State or Federal law, and Municipal ordinance.
  • Coordinate daily supervision of Court staff with the City Manager and/or subordinates.
  • Performs additional duties as necessary.

QUALIFICATIONS AND REQUIREMENTS

  • Must be admitted to the practice of law in the State of Missouri.
  • Must be a resident and elector of the City of Webster Groves, Missouri.
  • Must be less than 75 years of age at time of appointment.
  • Minimum of three (3) years prior work experience in the practice of law.

REQUIRED JOB COMPETENCIES

  • Extensive knowledge of judicial practices and procedures; thorough knowledge of criminal law;
  • Skill in operation of listed tools and equipment;
  • Ability to communicate effectively verbally and in writing;
  • Ability to plan, organize and supervise assigned staff.
  • Knowledge of administrative policies and procedures of the City.
  • Ability to interpret and implement local policies and procedures; written instructions, general correspondence; Federal, State, and local regulations.
  • Skill in organizational and time management to prioritize duties to accomplish a high volume of work product while adapting to constant changes in priority.
  • Ability to perform detailed work accurately and independently in compliance with stringent time limits with minimal direction and supervision.
  • Ability to think quickly, maintain self-control, and adapt to stressful situations.
  • Ability to communicate clearly, concisely and effectively in English in both written and verbal form.
  • Ability to apply sound judgment and discretion in performing duties, resolving problems and interpreting policies and regulations.
  • Ability to communicate detailed and often sensitive information effectively and concisely, both orally and in writing.
  • Ability to handle sensitive interpersonal situations calmly and tactfully.
  • Ability to maintain professionalism at all times.
  • Ability to maintain effective working relationships with individuals within and outside the organization.
  • Ability to maintain confidentiality and discretion regarding business-related files, reports and conversations, within the provision of Freedom of Information Act and other applicable State and Federal statutes and regulations.
  • Ability to work the allocated hours of the position and respond after hours as needed. This will include attending a minimum of two (2) court nights per month.

  • This work requires the occasional exertion of up to 25 pounds of force; work regularly requires sitting, frequently requires speaking or hearing, using hands to finger, handle or feel and repetitive motions and occasionally requires walking, stooping, kneeling, crouching or crawling and reaching with hands and arms.
  • Work has standard vision requirements.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word.
  • Hearing is required to perceive information at normal spoken word levels.
  • Work requires preparing and analyzing written or computer data and observing general surroundings and activities.
  • Work has no exposure to environmental conditions.
