METOC C4ISR Systems Solutions Architect Job at Noblis
Noblis is seeking a Meteorology & Oceanography (METOC) C4ISR Systems Solutions Architect for the San Diego Office.
The METOC C4ISR Systems Solutions Architect will work across Noblis as the enterprise METOC SME in the areas encompassed by C4ISR engineering technologies and engineering tools and processes. The candidate will architect METOC C4ISR engineering solutions for Noblis’ customers and proposals across all verticals. The candidate will recommend and spearhead adoption of METOC C4ISR solutions, tools and processes, serving as a lead architect and consulting in this domain area across client accounts. The candidate will work with Noblis' Mission Area Vice Presidents, business development, scientific researchers, and senior technical staff as well as the proposal development teams to develop solutions, integrate innovative approaches and technology, and incorporate feedback from proposal efforts into current and new system engineering services.
Responsibilities
The METOC C4ISR Systems Solutions Architect will:
- Develop innovative, complex, leading-edge METOC C4ISR solutions.
- Lead technical teams in the development of METOC C4ISR approaches in the areas of Naval systems, aviation, telecommunications / networking, software systems design and cyber security, among other domains.
- Build business cases and when needed assist in development of proposal artifacts to aid Noblis’ capture efforts across the C4ISR engineering domain.
- Work closely with scientists, technical staff and other domain experts from across the firm to capture client requirements and advance the state of our C4ISR engineering practice.
- Advise Noblis leadership on necessary METOC C4ISR investments and initiatives, to include evaluation and selection of enterprise system engineering tools/architectures/frameworks and professional development.
- Drive integrated METOC C4ISR approaches into new customer accounts in collaboration with the Noblis account leads, Mission Areas, and subsidiary teams.
- Develop and maintain a broad understanding of Noblis scientific, research, and technical capabilities and relay these capabilities to Customers both directly and in formal proposal submissions.
- Provide demonstrations of Noblis C4ISR capabilities and METOC solutions to potential government clients.
- Understand the needs of our Federal Civilian, Defense, and National Security markets, while collaborating across diverse technology, shared service, and customer-facing organizations to engage clients and develop integrated C4ISR capabilities and METOC solutions that support their respective mission requirements.
- Minimum 10 years’ experience in developing and deploying METOC C4ISR systems in the DoD or Federal domain.
- Master's degree in a scientific or technical discipline (e.g., Physics, Systems Engineering, Data Analytics, Data Science, Engineering, Oceanography, Mathematics, Computer Science, or similar).
- Leadership skills as an METOC engineer or solution architect with the ability to drive teams in complex consultative engagements with clients.
- Complex METOC C4ISR system(s) engineering and design experience across a range of platforms and programs.
- Familiarity with the DoD Architect Framework (DoDAF) and equivalent frameworks in the Defense and/Federal Civilian space.
- Experience managing and leading high-performing and dynamic teams to develop solutions to meet strategic requirements.
- Demonstrated strong cultural fit and alignment with Noblis ethical values.
- Ability to lead and mentor employees at all levels of the organization in system engineering disciplines.
- Demonstrated leadership capability, strong communication skills, and team player.
- Knowledge of Navy weather forecasting enterprise Architectures and ability to develop holistic solutions across organizations, functions, and markets, and experience designing infrastructure and enterprise architecture(s).
- Experience in the Navy Meteorology & Oceanography system development operations, and deployment.
- Ability to facilitate and develop technology implementation roadmaps across the C4ISR domain.
- Understanding of digital engineering, agile development principles, data science, and/or data visualization techniques highly desired.
- Preferred experience in systems engineering and Naval operations and Applied Sciences
- Ability to process requirements and communicate with experts across a range of disciplines to include Naval Systems, aviation, telecommunications, software development, among others
- Demonstrated experience in DoD capture and proposal management
Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
