The Health Care Authority (HCA) is Washington’s largest health care purchaser responsible for providing comprehensive health coverage to more than 2 million residents through the Public Employees Benefits and Medicaid programs. Medicaid Customer Service (MCS) works across the Health Care Authority (HCA) and in partnership with the health care community at a local, state, and federal levels, in order to develop, and manage high quality, and evidence-based health care programs and purchase services that enhance Apple Health (Medicaid) clients' ability to access appropriate, quality health care.
About the position:
The
Medical Assistance Specialist 5 (MAS5) supervises a staff of 11 or more MAS 3 and 1 MAS4 positions in the MEDS section, responsible for determining and maintaining eligibility for Medicaid programs, including but not limited to Apple Health for Kids, Pregnancy Medical, Breast and Cervical Cancer Treatment Program, and the Take Charge Family Planning Programs.
This position is eligible to telework and is typically not required to report on-site.
Duties
Some of what you will do:
- Using multiple eligibility systems such as, but not limited to the Document Management System (DMS), Automated Client Eligibility System (ACES), Barcode systems and the EAZ policy manual.
- Plans, assigns, and reviews the work of staff, adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
- Evaluates employee performance and prepares performance appraisals.
- Assesses training needs of staff and arranges for or provides instruction.
- Reviews applicants’ credentials, conducts interview, and hires or effectively recommends hiring staff.
- Resolves staff issues, disciplines, and recognizes employees; works with and counsel’s employees on all work-related activities and career development.
- Plans, assigns, and reviews the work of staff, adjusting assignments and schedules to maintain adequate staffing levels and respond to fluctuating workloads.
- Manage workload performance within established standards of processing time and accuracy.
- Maintain work procedures and processes according to eligibility rules published in WAC.
- Collaborate with other supervisors and management to develop consistent processes and procedures. Direct training as required to implement changes in rules and/or procedures. Interpret policies related to Medicaid programs as they apply to MEDS staff and clients.
- Represent MEDS on workgroups and agency wide committees, coordinate with other agencies and offices within HCA as required to achieve the goals and objectives of MEDS.
Qualifications
Required qualifications:
- A Bachelor’s Degree.
AND
- Four (4) years of experience providing direct client services or counseling of customers in the areas of health insurance, disability, or other related health benefits; public assistance eligibility determination; health insurance premiums/claims process, adjusting, and investigation; or other medical premiums/claims related experience.
OR
- One (1) year as a Medical Assistance Specialist 4.
OR
- Two (2) years as a Medical Assistance Specialist 3.
Additional experience may substitute, year for year, for the required education.
Preferred qualifications:
- Experience supervising in a collective bargaining environment.
- Experience working with eligibility rules.
- Experience working with Barcode, ACES and Healthplanfinder
