This position has the primary responsibility for developing, implementing, marketing, administering, and evaluating all activities conducted under the auspices of the Kilgore College Upward Bound program.
Responsibilities:
• Regular attendance of a full-time work day • Develop, implement, and direct the KC Upward Bound program, including the areas of staffing, evaluating, grant writing, budgeting, scheduling, and daily functioning of the program. • Responsible for program development, implementation and evaluation, including determining cost effectiveness of services provided, as related to the purposes and objectives of the KC Upward Bound program. • Develop and maintain relationships with federal, state and local organizations and community leaders within the service area to promote the activities of the KC Upward Bound program. • Select, supervise and evaluate personnel engaged in functions to accomplish goals set by the grantors. • Responsible for the submission of timely, complete and accurate grant applications and reports to various stakeholders. • Provide leadership for employees with exemplary work habits, fiscal responsibility, and personal professional development Supervisory Responsibilities: • 2 Full-Time Direct Reports 3-5 Part-Time Direct Reports Physical Demands and Work Environment: • The ability to work with diverse populations is necessary • This position is designated as security sensitive and requires a criminal background check • Sufficient dexterity, agility, and physical condition to perform routine office duties are necessary including the ability to lift a minimum of twenty pounds.
Minimum Qualifications:
• Master’s in a related field (Education or Human Services) • Five years of experience in an education setting which includes one or more of the following: teaching, counseling, advising. • Three years supervisory experience • Must have excellent interpersonal and communication skills, both written and verbal. • Must have an in-depth knowledge of pre-college and college learners and appropriate support methods/techniques. • Must be able to prepare and administer an operational budget. • Must be able to work and lead in a typical office environment, including appropriate computer skills and skills in supervision of professional and clerical staff. • Counsel Upward Bound students as needed. • Develop and instruct Upward Bound classes and seminars as needed. • Serve on various campus committees and community advisory boards, as requested and appropriate. • Attend necessary conferences and seminars to remain current in the field. • Represent Kilgore College through community involvement and activities. • Ability to drive a passenger van. • Other duties as assigned. Ideal applicants will come from a socio-economic background similar to the participants served in the Upward Bound Program.
Salary Range & Fringe Benefits:
The twelve month salary is $60,000. Health, life, and income protection insurance are provided. An excellent retirement program through the Teacher Retirement System and generous paid leave time are also furnished. In addition, full time employees have free use of the college’s recreational/fitness facilities and tuition scholarships are available for the employee and dependent children. Kilgore College does not participate in the federal Social Security program. As a result, employees/retirees of the college are subject to the federal Windfall Elimination Provision (WEP) and possibly the Government Pension Offset (GPO) laws.
