The PMO Solutions Manager will support the Hilltop Holdings Enterprise PMO. This role develops and maintains the quality standards for the portfolio of projects delivered and monitors the portfolio to ensure quality and adherence to the Hilltop Holdings project delivery framework. The PMO Solutions Manager will drive continuous improvement and routine maintenance to the PPM solution and SDLC tool. The PMO Solution manager will serve as the program or project manager and administrator for any solution implementations and enhancements, and may direct the actions of another project manager assigned to an engagement. The PMO Solution Manager is accountable to maintain relationships with PMO, Technology and Business unit leaders whose teams are users of PMO solutions to maintain open lines of communication of information about system use and to support consistent adoption and use. In addition to managing the project delivery tools, the PMO Solution Manager will establish and standardize a library of portfolio analytics for demand, delivery and resourcing to ensure the portfolio is optimized and delivering effectively and efficiently. The PMO Solutions Manager leads the analytics and administrative functions that support the annual Strategic Planning cycle, delivering iterative strategic corporate roadmaps with all supporting data in comprehensive package to the PMO Director for presentation to the Hilltop Holdings executive leaders. The PMO Solutions Manager will ensure training of PMO team members to fully utilize reporting tools and provide and maintain the project delivery methodology documentation, with a focus on continually improving processes and documentation. The PMO Solutions Manager will train and provide oversight to analyst(s) identified to apprentice in the Systems Analyst function to ensure coverage for core activities.
Essential Functions
- Leads the feature implementation and ongoing maintenance of portfolio management and application lifecycle management tools, providing guidance to project managers, systems analysts and third-party service providers
- Develops and maintains reporting packages from PPM provided data or data extracted to external databases, marts and warehouses
- Train and guide the work of system administrators, PMO, Technology and business users of tools and report libraries
- Lead trainer for portfolio management and application lifecycle management tools who develops libraries of templates and reports for user consumption
- Builds a team of apprentice analysts able to maintain core system functions
- Manage resource demand and capacity forecast models and reporting and facilitate resource assignment and reporting structures on an ongoing basis, plus drives analytics and administration to support Strategic Planning and enables the PMO leadership team to deliver a Strategic Project Roadmap aligned to identified corporate priorities to executives
- Manage collection and creation of PMO portfolio metrics, status reporting and dashboards to support data driven decisions
- Develop standards for creation and maintenance of project delivery methodology process documentation and supporting artifacts
- Create and administer on-demand project delivery methodology onboarding training
- Drive continuous improvement of project delivery methodology based on feedback from lessons learned and portfolio analytics
- Provide proactive guidance for portfolio maintenance, issues and timelines through analytical and problem-solving capabilities
- Maintains effective communications with multiple leaders and stakeholders to ensure project status and issues are known

- Ability to report into our downtown Dallas Office 3 days out of the week (hybrid work schedule: 3 In Office / 2 WFH).
- Qualified candidates must have a Bachelor's degree in Computer Science, Information Systems, Business Administration or equivalent experience or education.
- Expert skills the Microsoft Office Suite as well as Visio, MS Project and Business Intelligence tools.
- Experience in a PMO using multiple methodologies (e.g. agile, waterfall, etc.); demonstrated experience in continuous improvement methodologies and frameworks
- Expert user and administrator of enterprise project portfolio management and application lifecycle management tools
- Expert user of Business Intelligence tools such as Power BI
- Demonstrated skill leading third-party provider engagement and management, including negotiation and administration skills to optimize contract terms and conditions
- Advanced skills with resource management and demand modeling
- Strong customer service orientation and demonstrated ability to work effectively with various levels within the organization
- Strong executive presence, including the ability to effectively present and defend positions based on use of data analytics and models
- Minimum 7-8 years experience
- Preferred experience with Azure DevOps and PlanView Enterprise 1.
