Minimum Qualifications:
Bachelor’s Degree in business, administration, library science or a related field required; supplemented by three (3) years of library related experience, including one (1) year lead or supervisory experience.
Specific License or Certification Required: May be required to possess and maintain a valid Georgia driver's license as required by position assignment.
Specific Knowledge, Skills, or Abilities: Must be able to demonstrate proficiency in performance of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.
Purpose of Classification:
The purpose of this classification is to supervise administrative functions, circulation services and daily operations of an assigned unit or department of the Library System. Responsibilities include supervising and training assigned staff; assisting with planning and presenting public programs; assisting in reviewing, recommending books, policy and procedure changes. Additional responsibilities include, organizing, leading, planning, direction and/or implementing outreach services, programs, initiatives and presentations. This classification is distinguished from Library Associate in that this class exercises full supervisory authority and oversees the work of support staff on a daily basis, whereas the latter does not supervise assigned staff but may provide lead direction as required.
Essential Functions:
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Supervises, directs, and evaluates assigned staff: conducts interviews and makes hiring recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; compiles and reviews time cards; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and trains staff in operations, policies, and procedures.
Provides customer service: assists library patrons in person, by telephone, with written correspondence, and through electronic mail; interprets and communicates library policies; assists with community outreach events and library card drives; provides general information; voter registration; and addresses/resolves patron concerns and problems.
Organizes, prioritizes, and assigns work; prioritizes and schedules work activities in order to meet objectives; ensures that subordinates have the proper resources needed to complete the assigned work; monitors status of work in progress and inspects completed work; consults with assigned staff to assist with complex/problem situations and provide technical expertise; and provides progress and activity reports to management.
Supervises daily operations of assigned unit or department: ensures proper staffing to provide assistance and direction to library patrons; interprets and enforces library rules, policies, and procedures for assigned staff and patrons; maintains current knowledge of department activities; manages holds processes; and assists in planning, preparing, and implementing exhibits, programs, displays, and bibliographies as required; monitors damaged materials to be replaced.
Performs library accounting functions and manages budget accounts within assigned area: monitors expenditures for compliance with area budget; and prepares/maintains accounting/budgeting records.
Performs systemwide training for circulation policies and procedures.
Searches computer databases and matches document or item information to computer information.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including library fine funds and reports, time cards, library card applications, and supply budget forms and reports; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including monthly statistical reports; purchase orders, applications, and performance appraisals; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Participates in the development of bibliographies, leaflets, catalogs, and other guides for library patrons.
Assists with planning, preparing, and implementing programs and workshops related to computer technology and interpretation and usage of databases by the general public.
Serves on committees and task forces; assists in drafting policies and procedures, and making recommendations to supervisor.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving evaluation of information against measurable or verifiable criteria.
Other Requirements:
Physical Ability: Tasks require standing, walking, lifting, carrying, climbing, kneeling, reaching, pushing, pulling, fingering, grasping, talking, hearing and seeing. It also requires medium work of exerting up to 50 pounds of force occasionally, and/or up to 20 pounds of force frequently, and/or up to 10 pounds of force constantly to move objects. Tasks may involve extended periods of time at a keyboard or work station.
Sensory Requirements: Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as dirt, dust, odors, disease, bodily fluids, violence, or rude/irate customers.
