Landlord Liaison Job at The Houston Housing Authority
GENERAL SUMMARY
Responsible for receiving, investigating, mediating and resolving inquiries registered by clients, property owners and public officials, training and development of quality standards for Housing Inspectors and acting as spokesperson for Housing Choice Voucher Program Administration. Reports to Vice President of Housing Choice Voucher Program.
PRINCIPAL DUTIES AND RESPONSIBILITIES
- Receive and respond to landlord inquiries.
- Mediate inquiries concerning procedures and HUD policy.
- Make recommendations to resolve concerns arising from Housing Choice Voucher (HCV) Program Administration.
- Serve as liaison and spokesperson for Housing Choice Voucher Program administration and makes presentations to Owner Groups, the general public and other public agencies.
- Review, revise and edit forms used in Housing Choice Voucher Program
- Prepare Housing Standards Training bulletins and, in conjunction with Inspection supervisors, conducts training for Housing Authority Inspectors.
- Performs other duties as assigned.
KNOWLEDGE, SKILLS AND ABILITIES
- Knowledge of the principals and practices of administration, the Houston Housing Authority organization, operating procedures, policies, and knowledge of principals of effective office management.
- Skilled in operating general office machines and computers.
- Skilled with Windows or compatible using Microsoft Office Products (Word and Excel).
- Ability to communicate clearly and concisely, orally and in writing.
- Ability to relate and communicate with persons of diverse backgrounds and abilities.
- Ability to interview participants and elicit information.
- Ability to quickly learn complicated regulations and policies.
- Ability to analyze information and draw correct conclusions.
- Ability to effectively coordinate several concurrent tasks simultaneously.
- Ability to work independently, prioritize and organize on a daily, weekly, and monthly basis.
- Ability to develop, prepare and disseminate Housing Choice Voucher Program newsletter.

- Situations not covered by instructions may be referred to the supervisor or handled by the employee, depending on the circumstances.

- Work is principally sedentary, but may involve some physical exertion, such as kneeling, crouching, or lifting to obtain files and records, and eyestrain from working with computers and other office equipment.

MINIMUM QUALIFICATIONS
- Graduation from an accredited college or university with a bachelor’s degree in Business Administration or another social science –AND-three (3) years of experience in dispute resolution, investigative techniques, community relations, or any equivalent combination of education and experience.
- Valid Texas driver’s license.
- Eligible for coverage under Houston Housing Authority fleet auto insurance.
