Summary or Purpose

Responsible for tasks and functions for the acquisition and disposal of land for the Community Planning and Development Division

Essential Duties and Responsibilities

Execute and maintain processes of acquisition and disposal of land, example; leases, sales, development, marketing, mining, conveyance, deed, title, patents, inventory, proposals, bids, etc.

Provides technical assistance and advisement on matters pertaining to North Slope Borough land and gravel matters, examples: municipal codes, regulations, plats, maps, geographic information system, historical documents, etc.

Enters, updates, tracks and close-out a variety of electronic, database and paper files, records, reports, and related documents, maintains files integrity and confidentiality by monitoring and assuring compliance to division, department, borough, and industry standards, policies and procedures; assures the accuracy of the electronic, database and paper filing systems.

Performs routine accounting functions in accordance with standard office procedures and Borough policy accounts receivable, payable, analysis, reporting and summary.

Provides information and assistance to co-workers, lessees, customers, contractors, and other having business with the department promptly, professionally and courteously, examples; assists them with applications, forms and other documents, answers phones, promptly responds to requests within the span of authority.

Prepares, proofreads and distributes division related paperwork, examples: correspondence, applications, memos, agreements, leases, sales, contracts, land selections, entitlements, spreadsheets and other related documents.

Confers with departments, and other professionals, researches and retrieves information and resources as requested, examples: legal, risk, clerks, accountants, GIS, appraisers, assessors, search engines, historical documents, maps.

Prepares and maintains division documents and storage from conception through archival and destruction in each format, examples: digital, database, external storage, and hard copies.

Participates, successfully attends, and completes all position related, division, departmental and borough required meetings, trainings, and conferences: assists with staff training programs, and incentive projects.

Cross-trains with other employees in the division and department and provides coverage as necessary.
Travels to visit, and ensure compliance with agreements, contracts, and leases. Travels to attend meetings, trainings and conferences.
Performs other duties as assigned.

Knowledge, Skills and Abilities

Knowledge of Borough organization, operations, policies and procedures.

Knowledge of the principles of records keeping, records management, and general accounting practices.

Interpersonal skills in responding to inquiries from management, citizens and agencies.

Knowledge of office supplies, materials, equipment, programs, computer hardware and software applications.

Skill in reading, interpreting, understanding and applying standards and protocol, applicable stipulations, rules and regulations, policies and procedures.

Self-motivated, reliable, punctual, meeting deadlines, able to work independently and as a team member.

Applicants must be able to travel, must be able to work normal business hours and must be able to work outside of normal business hours.


Education, Experience, Certifications and Licenses Required

High school graduate or G.E.D/or, a combination of 12 years of education and related work experience

Three years of clerical or accounting work experience or a combination of applicable secondary education course work, examples: natural resources, land management, accounting, business.

Three years of work experience with a PC using common software applications.

Ability to obtain a valid Alaska driver’s license that meets North Slope Borough insurance criteria within the probationary period.

Applicants must be able to access, obtain and maintain access and clearance to visit and inspect land, leased, and contracted areas within the probation period. Ability to obtain NSTC badge and COVID-cards.

Applicants must pass a criminal back ground, finger printing and a Safety TSA test provided by the State of Alaska DOT, to obtain an AOA badge required to operate on airport premises within 30 days of hire.
