The Lottery's Human Resources Division, Labor & Performance Management Section is looking for a Staff Services Manager I (Specialist) who will be responsible for conducting administrative and/or internal investigations. The Staff Services Manager I (Specialist) will conduct sensitive and complex administrative and/or internal investigations into allegations of inappropriate employee activities and policy violations. The incumbent will perform careful and thorough investigations which includes creating investigative interview questions, interviewing witnesses, gathering necessary and relevant information, analyzing enforcement of laws, rules, and regulations and drafting correspondence including reports, and closure letters.

As part of the Labor & Performance Management Section, the incumbent will consult with subject matter experts in Labor Relations and Performance Management during the course of the investigations. The incumbent will also work closely with Lottery supervisors and managers on the investigative process and provide consultation regarding employee misconduct which may or may not rise to the level of an investigation.

Important Things to Note:

-The Lottery is currently operating under an Emergency Telework Program while a permanent Telework Program is finalized. Depending on the start date for this position, this position may start as 100% remote; however, the location requirement may change and in-person presence at the Lottery’s headquarters in Sacramento may be required once the Permanent Telework Program is in place.

Desirable Qualifications:

  • Experience conducting administrative and/or internal investigations (gathering evidence, creating investigative interview questions, interviewing witness' and making a determination on findings.
  • Performance Management Experience (as a performance management manager/analyst and/or a manager correcting employee(s) through the disciplinary process).
  • Experience interpreting employee contract language and/or knowledge of the Dills Act.
  • Experience in C&P and/or Personnel Payroll & Transactions.
  • Experience developing and presenting training to groups.
  • Experience performing analytical duties.
  • Supervisor/Manager experience.
  • Experience in EEO conducting investigations.
  • College Education

Pay: $6,563.00 - $8,153.00 per month
