SUMMARY:

The Knowledge Management Specialist serves on the Performance Monitoring, Reporting, and Data (PMRD) team in the Bureau of Foreign Assistance (F) and serves as the coordinator for analytical and MEL information across the GFA countries and other stakeholders.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Knowledge Management Specialist serves on the Performance Monitoring, Reporting and Data (PMRD) team in the Bureau of Foreign Assistance (F). The position will serve as the coordinator of central repository for analytical and MEL information from the strategy, country/region, and activity levels across the GFA countries as well as the Secretariat and other stakeholders. The incumbent is responsible for policies, guidance, technical assistance, IT systems, training, and communication associated with knowledge management and sharing in support of GFA implementation to inform decision-making. The incumbent employee may assist with all facets of the GFA MEL Unit’s work, but will have primary responsibility for the knowledge management processes, including but not limited to establishing business requirements and user stories for a knowledge management platform and then serving as the program manager for any future system development requirements and functionality.

  • Work closely with GFA MEL Unit and the broader GFA Secretariat, mission staff, and external stakeholders to develop system requirements for a GFA Knowledge management (KM) platform, and work with the relevant CIO and IRM colleagues to ensure system and policy compatibility as necessary.
  • Draft for program approval all guidance materials for the GFA KM processes and platforms, including system instructions and conveying the purpose and use of GFA data to stakeholders across the USG domestically and in the field.
  • Draft for program approval and provide in-person and webinar-based training on GFA KM processes and platforms.
  • Provide in-person support via TDY to mission staff overseas to assist them in sound KM practices and/or use of GFA KM processes and platforms.
  • Provide customer service to missions and bureaus as they follow GFA KM guidance and/or use GFA KM processes and platforms.
  • To the extent possible, streamline GFA data collection efforts and processes while ensuring needs are met across various USG Agencies/Bureaus.

EDUCATON AND EXPERIENCE

  • Bachelor’s Degree in related field; Master’s Degree preferred.
  • Minimum 5 years of recent experience with monitoring, evaluation, and learning of international assistance projects.
  • Minimum 5 years of recent experience with information systems, databases, project management software, and statistical software.

KNOWLEDGE, SKILLS, and ABILITIES

  • Experience in monitoring, evaluation, and learning
  • Knowledge of international relations.
  • Knowledge of USG foreign policy and familiarity with Department of State and/or USAID.
  • Knowledge of USG foreign assistance programs and institutions and familiarity with the federal budget process.
  • Ability to analyze data and present it in a concise understandable format
  • Ability to work independently and to interact effectively with colleagues at many levels of multiple bureaucracies.
  • Ability to build consensus among and resolve differences between parties with different interests and perspectives.
  • Skills in oral and written communication to prepare recommendations and reports, provide guidance, solicit information, and propose solutions.
  • Develop spreadsheets and databases.
  • Proven ability to work as a team through building strong relationships with support staff, peers, and senior leaders
  • Significant experience with information systems, databases, project management software, and statistical software.
  • Proven ability to establish knowledge management practices, platforms, capture, and dissemination.
  • Sound data literacy and data visualization skills.
  • Ability to communicate logically and with clarity to managers, peers, and customers.
  • Technical writing skills to produce clear guidance and communication with a broad range of stakeholders including interagency partners at the State Department (domestic based and Embassy personnel in GFA countries), USAID, DOD, high-level government leaders, Congressional stakeholders, academia, and the general public
  • Ability to “manage up” by understanding which issues can be resolved by the incumbent of the position and which issues need to be elevated to the PMR Branch Chief for resolution.
  • Capacity for proposing solutions to challenges and executing those solutions from beginning to end in consultation with PMR Branch Chief.
  • Ability to establish and maintain working relationships across multiple departments and agencies.
  • Proven ability to establish knowledge management practices, platforms, capture, and dissemination.
  • Demonstrated expertise in data analysis and data visualization.
  • Strong project management experience
  • Experiencing working with the U.S. government or on U.S.-government funded projects.
  • Demonstrated ability to effectively multi-task and meet deadlines in a high-performance team environment.
  • High proficiency with Microsoft Word, Excel, PowerPoint, SharePoint, and Outlook.
  • Strong interpersonal skills and demonstrated ability to be a team player.
  • An active Secret clearance which can be verified in DISS is required.

WORK ENVIRONMENT

  • Work is primarily performed in a climate-controlled office environment.
  • Cherokee Federal has suspended it’s COVID mandate. However, it’s important to note that Cherokee Federal employees are included as covered employees in U.S. Presidential Executive Order 14042, which mandates Covid vaccines for federal contractors. Executive Order 14042 is currently not subject to enforcement by the Federal government. Therefore, Cherokee Federal has suspended application of the mandate and continues to monitor the government’s guidance on administration of any vaccine requirement.

Pay: $120,000.00 - $121,000.00 per year
