Job Duties

Under the general supervision of the Branch Chief for the Registration and Titling Program (R&T), which maintains over 600,000 records for manufactured homes, mobilehomes, commercial modulars, truck campers and floating homes, the incumbent is responsible for the development, planning, implementation, and operation of the Division's programs, central to the Departments mission, relating to R&T. The incumbent oversees and directs subordinate managers and staff for the overall management, direction, and administration of this program including necessary budgetary tracking; contracts; regulation development; procurement; equipment oversight; records management and program analysis. The incumbent serves as a representative of the Department and must exercise good judgment in all interactions with the public by conducting him or herself in an effective and professional manner. Support and lead a team of supervisors and managers located statewide. Periodic travel may be required on an as-needed basis.

Essential Functions

Manage a team of supervisors who maintain records of legal and registered unit homeownership interests, receipt of documents to affect the lawful transfer of ownership interests, and the collection of revenue from annual registrations, title changes, penalties, various taxes, and other services. Ensure the well-organized and effective completion of transactions impacting R&T business customers and the general public. Perform administrative functions including participating in team meetings, overseeing staff assignments, monitoring progress, adjusting priorities, redistributing workload and reporting any issues or deviations to upper management. Support the mobile office program which provided R&T services, statewide.

Plan, develop, and implement various innovative projects, utilizing project management principles and organizational management tools to improve the program’s operational efficiency and customer service. Maintain workforce statistics to analyze workforce trends for the program to identify future departmental hiring or retention needs and oversee the development of departmental strategies to address recruitment, retention, and competency gaps. Conduct research and collaborate with senior leaders to develop executive level briefing documents. Review statistical reports to develop performance standards and make changes as necessary to improve processes and workload distribution. Prepare written replies to the public and members of the Legislature who may request clarification of requirements for transfers for ownership, use tax, or other R&T program matters.

Develop, review, and prepare unit procedural manuals, correspondence, and responses to complex R&T program problems, questions and suggestions. Oversee the development and implementation of legislative changes to the statutes authorizing and/or mandating specific functions of the R&T program. Update and maintain applicable laws, regulations, policies, and procedures impacting mobilehomes, manufactured homes, commercial modulars, floating homes and truck campers.

Represent the Department and its work at meetings, conferences, focus groups, or other event on a variety of program and operational matters, serving as an R&T subject matter expert. Make recommendations to upper management on staffing, procedures, and changes necessary to improve workload and accuracy of data. Oversee enhancements of the Divisions database impacting the R&T program.

Special Projects as assigned.

Complete other assignments as necessary to support the Department and Division’s missions. Perform other duties as assigned.

Job Type: Full-time

Pay: $7,204.00 - $8,950.00 per month
