The Early College Regional Specialist provides vital outreach and engagement services and support to rural precollege students to support their academic journey to college entry. Eastern Oregon University is officially Oregon’s Rural University which serves the following counties: Umatilla, Morrow, Gilliam, Union, Wallowa, Baker, Grant, Malheur, Harney and Wheeler. The Irrigon Early College Regional Specialist works with school officials in Morrow, Umatilla, Gilliam and Wheeler counties to coordinate recruitment visits with students and classrooms. This position also has an academic support connection for the local high school, students and the institution in order for there to be a seamless transition from high school to college.

This Early College Regional Specialist works with each school district to develop district specific Mountaineer Academic Plans in order for students to use current and future partnerships with local community colleges and Eastern Oregon University, and expands dual credit opportunities for students in the region as a liaison for the needs at each school. Early College Regional Specialist is a member of the Rural Post-Secondary Economic Development Grant Steering Committee and executes various tasks that RPED steering committee sees as beneficial to the program as a whole and travels to schools in the specific assigned region to recruit, academically support, and expand offerings from Eastern Oregon University’s dual credit and non-admit population. Additionally, the incumbent coordinates activities with local school districts, other specialists and Associate Director of Early College Initiatives for 5th grade through 12th grade students in order to create a college going environment.

Responsibilities
  • Develops complex procedures and program outreach products, curriculum, in classroom and out of classroom events and development that will be district specific. This could be for more than 20 or more different school districts. The events can range from 5th grade to 12th grade. Event planning connected to each district and the university is created in order for students to be able to get access to the campus, faculty, curriculum, social media outreach development and other ideas of connection to a specific region or ideas in new and undefined areas of early college and a college going culture across specific regions.
  • Applies independent thinking to direct a majority of the operations of the Early College Initiative office in the specific region located. The needs and plans of each school district, school, and teacher are independent of each other. This planning is different at schools across the region based on capacity and needs. The goal is to increase dual credit development and to encourage students to come to EOU by interacting with 5th-12 grade students.
  • Position follows the established objectives by the RPED grant and the office of Early College Initiatives in order to create guidelines and resolve region specific problems using factual information. The decisions from this position impact several related functions/work areas/offices. In many areas, the incumbent is the only representation of EOU. When the position is working with a school and generates ideas for that specific school or multiple schools, the plan is subsequently reviewed by the Associate Director of Early College Initiatives before the plan is advanced in order to ensure grant guidelines are being followed and confirm the funding that is needed.
  • The decisions of the incumbent and the interactions with school districts significantly impact future enrollment goals for the institution. The interaction of the incumbent is crucial to restoring and creating relationships for a seamless transition of students through the admissions process.
  • Frequently travels to rural locations throughout the region in order to meet with significantly isolated schools in order to move the vision forward for a shift to a college going culture.
  • Meet on a daily basis in the main regional location to develop a central connection to the region and the specific school who has agreed to house the position. Provide academic support for high school students taking college level coursework from EOU to ensure courses are planned and taught when needed at local schools. Support students who struggle with acclimating to college level work, such as students being sent in to the Navigate system as an alert from faculty will connect with local counselors and EOU specialists to see how they can receive support through a scaffolded support system specifically connected to Eastern.
  • Travel to other schools in the region to learn what support and connections to EOU can be developed. Determine the needs of each district and help develop events, classroom activities, dual credit connections, training and connections to EOU faculty in each district.
  • Partner with ROI advisors, on campus advisors and admissions counselors when moving students towards the admissions process and be a regional connection for Eastern Oregon University to access school systems that have not previously been in contact with EOU.
  • Enhance past relationships through the development of options in the areas of online, dual credit and other connections to EOU campus and institution as a whole.
  • Partner with fellow specialists and with the office of Early College Initiatives to help data analysis for their specific region in order to educate what next actions will Administrative Professional Position Description be put in place to increase rural growth at Eastern Oregon University.
Minimum Qualifications
  • Bachelor’s degree in Education, Communications, Sociology, Business, or a related field.
  • One or more years of experience with student recruitment, admissions, advising or similar experience at either high school, college level or business level.
  • Developed skills in the area of marketing, program development, teaching, advising, event planning, curriculum development and consumer support.
  • Must satisfactorily complete EOU criminal and credential background check. Having a criminal history is not an automatic bar to employment.

  • Master’s degree in Education, Communications, Sociology, Business, or a related field.
  • Multiple years of experience with student recruitment, admissions, or advising in a college setting.
