We seek a full-time Interim Chief Administrative Officer (CAO) with a demonstrated track record of effective leadership and management experience within a dynamic, multi-dimensional organization.

Reporting to the President & CEO, the Interim CAO directs and manages human resources, information technology, compliance, facilities, and non-program operations at Osborne Association. Promoting a culture of risk awareness, contractual compliance, and accountability is essential for success in this role. In collaboration with the executive leadership team, the Interim CAO helps create and support a sustainable organizational structure that furthers Osborne’s mission and the delivery of exceptional services.

The scheduling for this role is hybrid that reports to the Brooklyn office location.

Requirements:

Essential Duties:

  • Provide executive leadership, strategic and operational direction to IT, Facilities, Human Resources, Compliance, and Office Management.
  • Align administrative practices and decisions with Osborne’s mission, vision, values, and strategic planning. Act as a positive catalyst of organizational change and growth.
  • Conduct periodic compliance audits and risk assessments, present summary reports to management, and provide guidance in correcting compliance failures and high-risk practices.
  • Provide insight and recommendations for the organization's short- and long-term growth plans.
  • Provide guidance and planning for relevant strategic initiatives, administrative policies, and business planning.
  • Assess organizational opportunities and challenges to utilize and deploy existing resources to maximize performance and positive outcomes.
  • Partner with and support Osborne's commitment to diversity, equity, and inclusion – and the productive values of DEI, both internally and in the marketplace. Prioritize building an equitable and inclusive work environment.
  • Leverage data and analytics to collaborate with and advise senior leaders on organizational effectiveness, onboarding, talent development, and succession planning, including reinvigorating the organization’s performance appraisal efforts.
  • Support the implementation of Osborne’s compensation philosophy.
  • In partnership with the Compliance Officer, develop an annual compliance work plan that includes key performance indicators that reflect the organization's unique programmatic characteristics.
  • Participate in the budget development process for departments under supervision and maintain a high level of fiscal responsibility.
  • Advise on the development of corporate policies and procedures needed by the company for compliance.
  • Serve as an agency representative for city, state, federal, and non-governmental funders attesting to the agency’s and/or employees’ compliance with governing regulations.
  • Act as an advisor on compliance policies and training by working closely with human resources and general counsel to implement training and ensure completion.
  • Report any potential conflicts of interest.
  • Review compliance issues: Risk management is a crucial compliance function. The Interim CAO Chief Administrative Officer will review reports and internal audits to assess whether company policies meet or fall outside regulatory compliance requirements.
  • Evaluate policies and procedures to ensure they can result in compliance
  • Ensure the completion of internal audits of business functions to comply with laws, regulations, and company policies.
  • Remain current on nonprofit finance, administration best practices, and state and federal law regarding nonprofit operations.
  • Oversee all legal issues, including managing outside counsel and reviewing contracts.
  • Coordinate with the Human Resource Director to identify and create staff leadership and professional development opportunities.
  • Work with outside counsel to resolve legal disputes with staff challenges.
  • Develop plans for responding to potential crises such as natural disasters minimizing damage to the company's reputation or financial losses from fines or lawsuits.
  • In-person attendance is required to collaborate with co-workers.
  • Perform other duties as assigned by the supervisor.

Minimum Qualifications:

  • Master’s degree in business administration, Public Health Administration.
  • At least seven (7) years of administration and/or financial management experience in a non-profit organization, governmental entity, or similar organization. Minimum 10 years in senior leadership roles
  • Strong HR expertise, understanding of labor laws, and experience developing HR policies.
  • Strong organizational, problem-solving, and decision-making skills.
  • Experience overseeing the management and maintenance of all facilities, including buildings, grounds, equipment, and construction projects
  • Experience overseeing the agency’s fleet of vehicles and Safety program
  • Knowledge of cost reporting within State and Federal regulations (Medicare/ Medicaid cost reporting).
  • Knowledge of Medicaid-funded programs, regulations, policies, and procedures preferred
