RT&T, a joint venture of InDyne, Inc. and Amentum Services, Inc. is the prime contractor to support the Atlantic Range Technical Support Services (ARTSS) for the Naval Air Warfare Center Aircraft Division (NAWCAD) headquartered in Patuxent River, MD, and with locations in Maryland, Virginia, and California.

ARTSS supports Atlantic Test Ranges (ATR) and Atlantic Targets and Marine Operations (ATMO) in research and development, engineering, maintenance, operation, support of facilities, systems, and equipment in order to meet the engineering development and operational testing and fleet training missions for some of the world’s premier systems. Our work with the U.S. Navy keeps the warfighter safe by testing systems before they are used in combat, and we are hiring personnel to support this important mission. The work will be performed in a very dynamic real-time flight testing environment in support of the warfighter.

Background Information: This full-time position performs as the Atlantic Test Range (ATR) Information Systems Security Officer (ISSO) onsite the Navy’s base in Patuxent River, Maryland. ATR controls and schedules range assets and services for conducting aircraft and weapons research, development, test, evaluation, and training events on the east coast of the United States of America.

The ISSO will be responsible for ensuring the appropriate operational security posture is maintained for a system. The ISSO will be assigned by the ISSM and appointed in writing. The ISSO must be an U.S. citizen. The ISSO assists the ISSM in meeting their duties and responsibilities.


Duties & Responsibility Requirements:

  • Provides ISSO support to ATR’s Range Instrumentation Division (RID), and RID’s Aircraft Signature & Avionics Measurement and Telemetry Branch’s projects and programs, including other entities as directed
  • Provide an active role guiding and maintaining security controls to policy and procedures associated with one of the ATR Information System (IS) boundaries.
  • Provide recommendations to the customer and ISSM for improvement to ensure a stable security posture as you control the day to day security operations for that IS boundary.
  • Represents ATR to customer programs and associated security office counterparts
  • Advises Government representatives on security-related policies and procedures, including those derived from and associated with special access program policies and procedures
  • Proposes and implements risk mitigation strategies and issue resolutions
  • Works independently on complex tasking and consults with more senior analysts as necessary
  • Ensuring systems are operated, maintained, and disposed of in accordance with security policies and procedures as outlined in the security plan.
  • Verifying the implementation of delegated aspects of the system security program.
  • Ensuring all proper account management documentation is completed prior to adding and deleting system accounts.
  • Verifying all system security documentation is current and accessible to properly authorized individuals.
  • Conducting periodic assessments of authorized systems and providing the ISSM with corrective actions for all identified findings and vulnerabilities.
  • Ensuring audit records are collected and analyzed in accordance with the security plan.
  • Reporting all security-related incidents to the ISSM.
  • Monitoring system recovery processes to ensure security features and procedures are properly restored and functioning correctly.
  • Formally notifying the ISSM of any changes to a system that could affect authorization.
  • Serving as a member of the Configuration Control Board (CCB), if designated by the ISSM.
  • Possessing sufficient experience and technical competence commensurate with the complexity of the systems.
  • Completing the required training identified in the ISSM Required Training Table within 6 months of appointment.
  • Ensuring user activity monitoring data is analyzed, stored, and protected in accordance with the ITPSO policies and procedures.
  • Executing the continuous monitoring strategy.

Education, Certifications, and License Requirements:

  • Must have a BS Degree in a Computer Science, Computer Programming, Cybersecurity, or Engineering discipline from an accredited college or university as a minimum
  • Must have a minimum of three (3) years of work experience performing the stated or similar function
  • In lieu of a BS Degree, a High School diploma or equivalent GED and a total of nine (9) years of work experience performing the stated or similar function, or an Associate’s Degree and a total of seven (7) years of work experience performing the stated or similar function may be accepted as a minimum requirement
  • Must meet and maintain educational, training, and certification requirements in compliance with applicable Department of Defense (DoD) / Department of Navy (DoN) Cybersecurity Workforce policy (currently DoD 8570.01-M/8140.01/SECNAV 5239.2
  • Must hold current industry certifications to achieve and to maintain IAT Level II certification IAW DoD instruction 8570.1
  • Prior experience performing duties as an ISSO or ISSM with a classified program environment is highly desired
  • Familiarity with Joint Special Access Program (SAP) Implementation Guide (JSIG) policy and procedures is highly desired. Prior JSIG program implementation experience is preferred
  • Proficiency with Microsoft (MS) Office tools is a must
  • Prior experience operating and communicating within a classified environment (e.g., SIPRNET, JWICS) is highly desired
  • Candidate must possess a valid driver’s license and may be required to pass a drug test

Security Clearance:

  • Must have and be able to obtain and maintain a United States DoD Top Secret (TS) Tier 5 Security Clearance

Work Conditions:

  • Conditions may vary. Most work is performed in enclosed buildings, but some outside work may be required. Work will include sitting, standing, walking, lifting and reaching. Applicant should be capable of lifting 50-100 lbs. assisted by other employees. Vision abilities needed to perform this job include close vision, depth perception, and the ability to adjust and focus.
