YOUR DUTIES AT A GLANCE:
In this position, you will determine initial and ongoing financial eligibility for public assistance programs. It also acts as liaison and advocate for the Oregonian in order to communicate Oregonian's concerns to our agency and communicate agency intent to the Oregonian. It maintains a service ethic with Oregonian, co-workers, and the public. These efforts enable staff to achieve the Agency's mission.
Main duties include but are not limited to:
- Interview Oregonians to assess their financial and related social service needs for various medical programs, ERDC, TANF, TA-DVS, LTSS programs and SNAP. Make referrals to Case Management/Family Coach staff and community resources as appropriate.
- Determine initial and ongoing financial eligibility through interviews, application forms, and by considering input from family, guardians, or other responsible parties.
- Utilize on-line tools to search OR Administrative Rules, Programs, and other resources used in the eligibility determination process.
- Interpret and implement agency policy according to State and Federal regulations in order to issue accurate benefits.
- Add Case Notes to ONE per Online Case Notes QRG, within required timeframes.
- Daily computer access and entry using ONE, MMIS, OACCESS, DHR, SAVE, OVERS, EDMS, Work Number and TRACS. The ability to gather and interpret information from on-line screens.
- Identify over and under payments, calculate and issue correct benefit amount, and initiate action for collection or restoration of benefits.
- Provide ongoing support for existing cases, pulling and utilizing computer-generated reports, Targeted SNAP/Medical reviews, and other reports.
- Answer all letters, phone calls and requests for information within required time frames.
- Have a working knowledge of the Administrative Hearing process.
WORKING CONDITIONS
General office conditions: Multiple and restrictive Federal and State regulations apply. Numerous complex procedures exist for processing assignments that vary in nature which must be completed timely and accurately. Occasional travel is required. Strong computer skills are required to navigate a variety of computer programs, search online for pertinent rules and regulations. The worker must be able to communicate program requirements in a manner that facilitates understanding to the general public and mentally and/or physically impaired individuals. Physical demands of the position in the office are limited. There is frequent use of computers, printers, telephones, fax/scan/copy machines and other general office equipment. There is frequent exposure to angry, frustrated, disoriented, hostile persons diagnosed with mental impairments. Workers have frequent exposure to infections and diseases.
THIS IS WHAT YOU NEED TO QUALIFY/MINIMUM QUALIFICATIONS (MQ's):
Two years of experience
determining eligibility for an agency program by:
-
interviewing to assess the needs of clients,
and
-
interpreting and applying the policies, rules, and guidelines that are applicable to the client's situation.
Any college courses may be substituted for the two years of general experience on a year-for-year basis (45 quarter hours is equivalent to one year of experience).
ESSENTIAL ATTRIBUTES (EA's):

Experience effectively communicating decisions/policies regarding benefits or services while honoring the lived experiences of the clients, colleagues, and the communities we serve.

Experience in a social/human service setting interviewing customers in person & by phone to obtain information to determine eligibility for social programs.

Experience working with at least two of these groups: aging, disabled, mental health, socioeconomically disadvantaged.

Ability to organization and complete tasks, duties, projects, and obligations with deadlines, that produce high-quality results.

Experience prioritizing a high-volume workload applying excellent organizational skills in doing so.

Under the Oregon Health Authority's health care rules, COVID-19 vaccinations are required for employees in specified job classifications for the Aging and People with Disabilities program. This includes Adult Protective Service Specialist, Human Service Case Manager, Human Services Assistant 2, Pre-Admissions Screening Specialist, Client Care Surveyor, and Compliance Specialist 2 which is our Adult Foster Home Licensor. Employees will need to complete their COVID-19 vaccination series or have an approved exception to the requirement due to a medical condition or sincerely held religious belief. Successful candidates for this position must submit vaccination documentation or be approved for an exception prior to their first day of employment. Failure to provide proof of full documentation or receipt of an approved exception will lead to withdrawal of the job offer.
