PAY GRADE: HUMAN SERVICES EXEMPT PAY GRADE 5

$61,492.01 – $94,328.74 /year

OVERALL OBJECTIVE OF JOB

Administer all facets of the operation of the county-wide human services system to include the direct delivery of emergency, crisis, protective and case management services for all age ranges and the provision of system-wide leadership that results in the development, coordination, implementation and refinement of comprehensive services and programs aimed at improving the functioning of all county residents who need social service supports.

Within the context of an integrated Human Services System, administer all facets of the operation of the county-wide categorical systems of Mental Health, Intellectual Disability and Early Intervention, including the direct delivery of comprehensive case management services and the provision of leadership geared towards the ongoing development, implementation, coordination, and refinement of a comprehensive range of services aimed at improving the functioning of adults who suffer from mental illness (or those at risk), children with emotional disorders (or those at risk), and children and adults with developmental disabilities or delays.

SUPERVISION EXERCISED

Supervises the overall Human Services Department. Provides direct supervision to the Older Adult Services Director, Deputy Human Services Administrators, Clinical Manager, Program Manager QM/HIPAA, Resource Communications Officer, and Administrative Officer I.

SUPERVISION RECEIVED

Reports directly to the County Commissioners.

ESSENTIAL FUNCTIONS OF JOB

1. Works with Commissioners to develop the organizational Mission, Vision and structure of the overall Human Services System. Provides active leadership to operationalize the Mission, Vision and Structure. Assumes responsibility for focusing on the design of the department. Stays current on emerging trends in Human Services Administration.

2. Delegates leadership and management functions, as appropriate, to ensure all facets of the Human Services Department are covered.

3. Oversees the management of the overall human services budget in general and the MHDS budget more specifically.

4. Ensures all Human Services contracts are completed on a timely basis and reflect terms and rates that are reasonable and reflect language identified by the County solicitor to protect the County from litigation.

5. Directly and through the auspices of mangers, works to ensure all services, whether county provided or subcontracted, operate within legal and regulatory parameters.

6. Ensures that pathways exist, and are understood, for the community to access the human services system.

7. Reviews work progress in all categorical systems and life stage systems (i.e., CYS, MHDS, SAP, CSS, Older Adults, Housing, Housing Authority, Transportation, Children/Families, Adults/Emerging Adults).

8. Ensures that managers adhere to Human Resource policies/procedures when recruiting for and filling vacancies.

9. Works with directors and managers to problem solve solutions to problems that cannot be solved at their level of authority or that are beyond their scope of experience to solve.

10. Steps in and directly manages categorical or life stages systems when there is a high level vacancy (e.g., CYS, OA).

11. Directly manages the Block Grant.

12. Ensures services purchased meet the needs of community residents, are cost effective, and achieve outcomes for participants.

13. Manages the Quality Assurance/Performance Management processes for the Human Services system in general, and more specifically for the MH/DS categorical.

14. Actively manages the workforce of the entire human services system (just shy of 50% of County employees), with more specific focus on the MHDS system.

15. Actively works to engage Community stakeholders in human services and MHDS activities.

16. Works directly and in concert with senior leadership to make sure the community work force is adequately prepared to provide services to County residents.

17. As the MHDS Director, participates in the direct management of the Health Choices Behavioral Health Program. Serves as one of six voting members on the Board of Directors of the North West Behavioral Health Partnership.

18. May confer with the County Fiscal Administrator on human services fiscal personnel issues including annual performance evaluations.

20. Participates in State, Community and County meetings and task force committee, as applicable.

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

1. Must be able to speak and understand the English language in an understandable manner in order to carry out the essential functions of the job.

2. Must possess the ability to communicate effectively and practice excellent interpersonal skills with staff, consumers, and providers.

3. Must possess initiative and problem solving skills.

4. Must possess the ability to function independently, have flexibility, and work cooperatively with staff, consumers, and providers.

5. Must possess basic management and supervision principles.

6. Must possess knowledge of current social, economic, and health problems and resources related to HS and MHDS services. Must possess knowledge of the structure, organization, and eligibility requirements of various public and private mental health agencies.

7. Must possess knowledge of basic principles and methods involved in working with maladjusted or disabled and disenfranchised individuals.

8. Must have basic knowledge of principles and methods applied to collecting, reviewing, analyzing, and interpreting statistical data.

9. Must have the ability to analyze and evaluate Human services and MHDS program plans and operations and make recommendations leading toward policy development and implementation plans.

10. Must possess the ability to analyze and evaluate the effectiveness of HS and MH/DS programs and services.

11. Must have the ability to plan and direct the work of professional staff.

12. Must possess excellent organizational and time management skills.

13. Must possess the ability to supervise and discipline subordinates and effectively handle personnel related matters as necessary.

14. Must possess superior knowledge of overall community resources.

15. Must possess knowledge of the county MH/DS services, and the ability to make effective oral and written presentations on same and/or train new employees on policies, procedures, and requirements within the agency.

QUALIFICATIONS

EDUCATION/EXPERIENCE

Bachelor’s degree in the social sciences field plus six years of progressively responsible experience in such fields as medicine, clinical psychology, social work, sociology, nursing, public health, education, hospital administration or public administration including three years’ experience in planning, development, or administration of mental health or developmental service, or an equivalent combination of education or related experience unless regulatory requirements state otherwise. Graduate master’s degree preferred.

CLEARANCES

· Must work in conjunction with employer to apply for Act 34 PA State Police Criminal History, Act 151 PA Child Abuse and FBI clearances prior to employment. All clearances must reflect acceptable results. Clearances must be renewed every three years.

· Must not appear on Preclusion Lists as defined by “Pennsylvania’s Medical Assistance Bulletin 99-11-05 Provider Screening of Employees and Contractors for Exclusion from Participating in Federal Healthcare Programs.”

· Must successfully complete pre-employment drug screening.
