seeking a highly skilled professional accustomed to working with a vast level of autonomy to provide onsite advocacy to individuals being served in the Northern Virginia Mental Health Institute (NVMHI), and to provide statewide administrative support to the Facility Operations teams within the Office of Human Rights (OHR). This position provides direct advocacy services at NVMHI to ensure access to the human rights system for individual’s receiving services operated by DBHDS and funded by Medicaid. This position is also responsible for administrative support to the facility team, dispersed across the 12 DBHDS operated facilities to include interaction with OHR leadership, managers, advocates, and other stakeholders by handling a variety of organizational tasks to ensure that all Office mandates are fulfilled and interactions between OHR/DBHDS and others are positive and productive.
Advocacy duties include examining complaints and serious incidents; representing and supporting individuals and their families; supporting and training facility staff; consulting and training individuals, family members and facility staff about the human rights system; monitoring compliance with the human rights regulations; reviewing facility policies for compliance and taking necessary action to ensure the health and safety of individuals receiving services operated by DBHDS. Administrative duties include distributing Local Human Rights Committee (LHRC) appeal hearing materials, uploading LHRC agendas and minutes onto the Commonwealth Calendar, creating and maintaining updated LHRC rosters; uploading prepared State Human Rights Committee (SHRC) agenda items onto a shared drive; providing support as needed to fulfill FOIA requests; providing coverage in deleting, reopening, and administratively closing reports in the DBHDS web based reporting system, and providing administrative and quality assurance support in the review and maintenance of tracking OHR activities conducted by the OHR Facility Operations Team. The position is required to be onsite at NVMHI up to 4 days a week.

Minimum Qualifications
Extensive experience working with individuals with Intellectual and Developmental Disabilities, Substance Use disorders and/or Mental Illness and operating automated systems including MS Office, WORD, EXCEL, Access, Adobe, PowerPoint, TEAMS, BOX, SharePoint, Internet Explorer and Chrome. Experience in human rights advocacy or a related occupation, which includes conflict resolution, crisis intervention and case investigation. Familiarity examining program compliance and service quality; monitoring and developing quality improvement activities and monitoring the work of others. Ability to conduct thorough investigations, analyze problems, and recommend solutions; work with minimal supervision, manage diverse assignments, establish effective working relationships within human service delivery systems and maintain accurate records/tracking mechanisms. Excellent verbal and written communication skills.

Preferred Qualifications
Bachelor’s degree in human services or a related field is preferred. Direct training and experience may be considered in lieu of educational requirements.

Special Requirements
This position is a DBHDS Central Office position, but will work out of NVMHI , located in Falls Church, VA. Some travel in and around Virginia is required. Drug screen and background check required. Effective July 5, 2022, all Commonwealth of VA State Employees are required to work onsite. However, this position is currently eligible for one (1) telework day a week. Additional days may be considered. Both options are at the discretion of the Supervisor.
