Berkeley Food and Housing Project has added another position to our Human Resources team of 5 as our agency continues to grow in territory covered, assets, programs, headcount, and operating budget. In this position, you would partner with our Human Resources Director on employee relations, performance management, policy and so much more as we continue to scale. Position Summary
The HR Manager will be responsible for a wide range of HR functions with a strong focus on employee relations, employee engagement, and HR compliance management.
Essential Duties and Responsibilities
- In coordination with the Human Resources Director, this position will serve as a consultant to management on complex HR issues including, but not limited to performance management, HR policies, team development, and best practices.
- Assesses and anticipates HR-related needs and seeks to develop employee engagement and solutions; formulates partnerships across the HR function to deliver value-added service to management and employees that reflect the organization’s objectives.
- Coaches, advises, and mentors all levels of management on employee relations matters; apply conflict resolution techniques to solve employee-manager and employee-employee issues or other situational conflict.
- Conducts effective and timely investigations of employee complaints and employee relations issues; makes recommendations and implements corrective action as needed.
- Helps create and sustain an environment where employees are comfortable speaking to management about issues and concerns.
- Partner with management teams and HR Director to understand trends in employee performance issues and advise on appropriate remediation.
- Assist with development and implementation of HR policies and procedures to ensure compliance with the current law.
- Manages staff offboarding process, both voluntary and involuntary; coordinates separation meetings, process of final wages, witness separations, and ensures all required separation documentation is provided to employee.
- Remains abreast of new developments in employment law; ensures compliance with federal and state regulations concerning employment; advises and directs on matters related to the management of employees, reducing legal risks, and ensuring regulatory compliance
- Partner with HR Director and Associate Director of Training on training for staff/managers on various issues related to employee relations, policy management, employee engagement and development.
- Proactively identify opportunities to enhance the employee experience by increasing employee productivity and engagement, make recommendations and implement appropriate solutions.
- Identify staff development opportunities and partner with HR Director, HR Generalist and Training team on integrated solutions.
- Monitor the effectiveness of HR programs and initiatives to ensure the business can attract, develop and retain high performing colleagues, ensuring the best fit, HR processes are embedded and reviewed.
- Manage leave and reasonable accommodation administration in accordance to organizational policies, applicable laws, and best practices.
- May assist the recruitment team will full cycle recruitment of assigned positions.
- Prepare and analyze reports to aid internal decision-making.
- Assist with annual and periodic external audits.
- Participate in adhoc projects, such as process improvements and system implementations.
- Drive agency vehicle to the field and to other program sites, as required; documenting and reporting mileage according to agency procedures, so that services can be provided in a timely manner; comply with agency vehicle policy at all times.
- Participate in promoting a safe, healthy, and clean working environment consistent with agency’s health and safety practices.
- Attend and participate in all meetings and trainings as assigned.
- Complete and submit own timesheets in a timely and accurate manner.
- Work within the framework of BFHP’s Code of Conduct.
- May serve as back up to HR Generalist and HR Director and perform other duties as assigned.
Qualifications, Skills and Abilities
- Bachelor’s degree in Human Resources Management, Organizational Development or related field required.
- 5+ years of experience in increasingly responsible positions in Human Resources field with a strong focus on employee relations.
- Commitment to serving homeless individuals and ending the crisis of homelessness in Counties served. Experience with CARF accredited programs a plus.
- Strong community networking skills and ability to build resources and relationships.
- Proficiency in Microsoft Office, email, internet, and calendaring applications. Experience with performance management system a plus.
- High level of independent thinking and judgment.
- Excellent conflict resolution skills.
- Excellent verbal and written communication skills.
- Excellent interpersonal and persuasive skills with a can do and flexible attitude.
- Ability to work under pressure and constantly changing priorities.
- Ability to work with minimal supervision, multitask, maintain confidentiality, and meet deadlines.
- Ability to maintain professional conduct, attitude, and appearance at all times.
Special Requirements
- This position requires frequent driving. A valid California driver license, reliable personal vehicle, current personal auto insurance as required by law, and an MVR sufficient to obtain and reasonably maintain insurability under agency auto liability policies.
- Must be able to receive and maintain criminal records clearance.
