HUMAN RESOURCES GENERALIST Job at Arlington County, VA

Arlington County is seeking a skilled and motivated Human Resources Generalist with a proven track record of providing payroll and human resources services and guidance to employees.
The Department of Human Services (DHS) is an integrated department with over 760 employees who strive to make a real difference in people's lives by providing outstanding human services to include public heath, behavioral health, child and family services, aging and disability services, and economic independence services. The HR Generalist will work with all levels to help ingrain these values in the delivery of services provided to our customers.
Specific duties:
Payroll: Processing and validating bi-weekly payroll and leave records and assisting with payroll/leave issues by reviewing all changes in County & State compensation systems i.e. merit awards, special pays, compensation studies, new hires, transfers;- Training: Developing and facilitating trainings on various Human Resources topics to management and non-management employees;
- Recruitment: Assisting managers with the recruitment life cycle and position classifications processes to include preparing New Hire Packets and assisting with and conducting on-boarding and off-boarding.
- Performance Management: Providing guidance and coordination of performance management and appraisal procedures (probationary and yearly);
- Employee Relations: Counseling, coaching and advising staff on employee relations matters by interpreting, applying and guiding employees on County and departmental regulations and policies; and
- Working with the County’s Disability Resource Coordinator to ensure proper ADA accommodations are in place for employees and potential candidates.
- Strong interpersonal, active listening, and communication skills;
- Ability to analyze situations to effectively provide suggested resolutions as well as organizational and planning skills;
- Experience preparing, interpreting, analyzing, and auditing standard reports and records;
- Ability to handle sensitive situations and maintain confidentiality; and
- Ability to independently prioritize work and establish and communicate deadlines as well as problem solve to research problems and identify solutions.

Minimum:
Bachelor's degree in Human Resource Management, Psychology, Public/Business Administration or related field; plus- Considerable experience in payroll processes, training & development, employee management relations and recruitment.
Substitution: Additional qualifying experience may be substituted for the education requirement on a year-for-year basis. A Master's degree in a closely related field may substitute for up to one year of general human resources experience.
Desirable: Preference may be given to candidates with one or more of the following:
- Working for a local, state, or federal government agency;
- HR Certifications such as PHR, SPHR, SHRM-CP/SCP, IPMA-SCP/CP

Work hours: 8:00am to 5:00pm, Monday through Friday. This position is a hybrid/telework eligible 3-4 days per week
