The Job Description

General Statement of Duties

Performs complex, professional and administrative work overseeing and coordinating the human resources activity of various departments and performing research and special assignments for the County Manager.

Distinguishing Features of the Class

An employee in this class plans, organizes, develops, and implements a variety of human resources programs designed to help the County achieve its mission and vision. Work includes developing and administering enterprise wide Human Resource functions for the County, including class and compensation, personnel management, benefits, employee relations, grievances, risk management and safety, and staff development. Employee provides leadership, vision and management counsel to administrative, department and supervisory personnel. Develops policies and procedures related to the human resources functions that are in compliance with local, state and federal authorities. Work requires an extensive understanding of organizational development, human behavior and applicable laws and regulations. Work is performed under the direct supervision of the County Manager and is evaluated by discussion, reports, observation, and feedback. This position’s role, responsibility and authority is defined by the governing body.

Duties and Responsibilities/Essential Duties and Tasks

  • Develops, plans and implements policies and programs across multiple division and departmental arenas.
  • Supervises the daily activities of the Human Resources Department and others as assigned by the County Manager.
  • Directs all human resource functions including employment law related matters, classification and compensation, benefit programs, employee relations as well as risk management and safety.
  • Determines appropriate disciplinary and grievance responses; coordinates employee newsletters and other communications.
  • Participates as part of the County’s leadership team; develops and recommends personnel programs and policies; researches existing and new programs for alternative and innovative proposals; seeks legal advice as necessary; implements with management approval; advises the County Manager on personnel related issues; confers with department heads on policy issues and interpretation; advises employees on personnel policy and program matters.
  • Advises and assists department heads and other elected or appointed officials who are not under the direct control of the Board.
  • Coordinates the recruitment and hiring process for the County; coaches’ supervisors and managers with regard to legal hiring practices and maintains personnel records.
  • Conducts training needs assessments and provides and/or coordinates training for employees and managers; develops and conducts employee orientation and other related programs; coordinates team-building in various departments or in the management team.
  • Oversees performance evaluation program, merit pay program and various incentive and recognition programs; participates in determining if programs achieve objectives and to ensure that they are consistent with the organizational vision.
  • Coordinates county-wide safety training and monitoring programs; works with risk manager to assist departmental managers in providing a safe workplace.

Additional Job Duties

  • Performs special personnel related projects for the County Manager.
  • Assists in the Emergency Operations Center (EOC) when activated.
  • Performs related duties as required.

Recruitment and Selection Guidelines/Knowledge, Skills, and Abilities

  • Extensive knowledge of the theory, principles and practices of human resource management, including the functional areas cited, and human behavior.
  • Extensive knowledge of local, state and federal laws, and regulations that apply to Human Resources and other areas of assigned responsibility in the public sector (e.g. FMLA, ADA, FLSA, EEOC, USSERA, N.C. Building Code, purchasing and procurement/contract regulations, etc.).
  • Extensive knowledge of the trends and modern technology being implemented in the human resources fields.
  • Considerable knowledge of statistical analysis relating to budgeting.
  • Considerable knowledge of various types of software applicable to the areas of assigned responsibility (e.g. AS400, NEOGOV, SPSS, etc.)
  • Thorough knowledge of organization development and organizational psychology.
  • Ability to perform complex mathematical calculations and functions.
  • Ability to develop short long-term plans and goals for the human resources programs.
  • Ability to analyze facts, programs, and benefits costs and make recommendations and reports in oral and written form.
  • Ability to analyze a variety of complex administrative problems, to make sound recommendations for their solutions and to prepare working procedures.
  • Ability to communicate ideas effectively orally and in writing.
  • Ability to maintain the confidentiality of personnel records and discussions.
  • Ability to establish and maintain effective working relationship with other officials, department heads, employees, and the general public.
  • Skill in problem-solving, conflict resolution, and group facilitation.

Physical Requirements

  • Work requires the exertion of up to 50 pounds of force occasionally and a negligible amount of force frequently or constantly to move objects.
  • Work requires sitting, standing, walking, tasting and smelling, stooping, kneeling, crouching, reaching, lifting, fingering, grasping and repetitive motions.
  • Vocal communication is required for expressing or exchanging ideas by means of the spoken word and detailed or loud talking to convey detailed or important spoken instructions to others accurately, loudly or quickly.
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications and/or to make fine distinctions in sound.
  • Visual acuity is required for close vision, ability to adjust focus, depth perception and color perception, preparing and analyzing written or computer data, using measuring devices, operating motor vehicles or equipment, determining the accuracy and thoroughness of work and observing general surroundings and activities.
  • Worker is not subject to adverse environmental conditions.
  • Worker may be exposed to blood-borne pathogens and may be required to wear specialized personal protective equipment.
  • Work is generally in a moderately noisy location (e.g. business office, light traffic).

Desirable Education and Experience

Graduation from a four-year college or university with a preference of a Master’s degree in human resources and/or public administration supplemented by extensive experience of at least 10 years in a supervisory role; or an equivalent combination of education and experience, preferably in a government setting.

Special Requirements

Possession of a valid North Carolina driver’s license upon hire.

Possession of PHR or SPHR Certification upon hire.

Completion of specified FLSA Advanced Training within two years of employment.

Completion of specified OSHA Training within two years of employment.

Completion of specified FMLA Training within two years of employment.
