Yakima Valley Community College is accepting applications for one Human Resource Consultant Assistant 2 in the Office of The President - Human Resource Services. This is a full-time classified position, beginning salary is $3,401 per month for 40 hours per week, with periodic increments up to $4,541, plus a full state benefits package.
Reporting to the Director of Human Resource Services, the HRCA2 works independently under general supervision and within established guidelines. Applies specialized knowledge and uses independent judgment in resolving technical and paraprofessional problems.
This position requires a high level of professionalism and confidentiality, which requires the application of professional judgment. The HRCA2 must represent the department and the organization in an effective, friendly, and responsive manner.
MINIMUM QUALIFICATIONS:
- Four years of office experience including two years of experience in a human resource or related field, AND, AA Degree in Business, Human Resources, or a related field
Equivalent education/experience
PREFERRED QUALIFICATIONS:
- Bachelor’s degree in Business or equivalent with a HR Emphasis from an accredited institution
- Experience working with the Washington State Healthcare Authority and Retirement Systems
- Strong background in payroll, accounting, business or related field
- Bilingual in English/Spanish

JOB PROFILE:
Benefits Administration- The adminstration of multiple complex state employee benefit plans for Yakima Valley Community College in accordance with state laws, rules, and guidance including: Medical, dental, life, and long-term disability insurance, multiple public employee retirement plans, flexible spending and dependent care plans
- Explains plan benefits and options to employees, applicants, and beneficiaries
- Determines employee eligibility for benefits and respond to changes by communicating to appropriate staff
- Employment Contract Administration
- The administration of employment contracts for faculty and staff
- Develops and prepares regular reports on the status of employment contracts
- Resolves contract payment disputes and confer with deans/directors and other divisions concerning contract payments and compliance
- Implements and interprets policies and procedures. Develops, recommends and coordinates the implementation of new procedures for the assigned function
- Performs and/or reviews employment contracts entries and assignments
- Maintains employment contract databases for determining benefit and retirement eligibility
- Training Coordination
- Coordinates and promotes benefit trainings
- Acts as the training representative to Washington State Health Care Authority, Department of Retirement Systems, and TIAA-CREF
- HR Department Support
- Assists human resource staff as back-up in administering a variety of human resource functions to employees, applicants, and the general public
- Provides support for front line duties include responding to inquiries and providing information about human resource rules, policies, regulations or procedures within functional area(s) of human resource services, in writing and over the phone, answer phones, open mail, etc
- Schedules and arranges employment examinations and interviews; assists in maintaining electronic application software; prepares examinations
- Ability to handle multiple complex numerical transactions and records using statistical reasoning, evaluation and analysis
- In all areas, effectively communicate with employees, supervisors with a high degree of professionalism and confidentiality
- Perform other related duties as assigned

Retirement and Deferred Compensation
State Employees are members of the Washington Public Employees' Retirement System (PERS). New employees have the option of two employer contributed retirement programs. For additional information, check out the Department of Retirement Systems' web site.
Employees also have the ability to participate in the Deferred Compensation Program (DCP), a supplemental retirement savings program that allows you control over the amount of pre-tax salary dollars you defer as well as the flexibility to choose between multiple investment options.

Paid Leave and Other Incentives
