Position Title: Housing Counselor
Department: Administration
Reports to: Director of Economic Mobility

General Summary of the Position: The Housing Counselor duties entail providing direct engagement and housing counseling services to clients who come into the Norris Square Community Alliance with housing issues, such as potential first-time home buyers, those who have defaulted in mortgage payments, tenants counseling, Energy payment plans, gas payment plans, water payment plans, tax delinquency or persons who have other housing problems.
Primary Responsibilities/ Tasks:
- Complete comprehensive intake assessment that includes review of credit history, income, and savings to determine eligibility for housing and other assistance programs.
- Perform pre-purchase and default and delinquency housing counseling in accordance with PHFA, DHCD, and HUD standards and best practices.
- Perform rental delinquency and evictions counseling in accordance with PHFA, DHCD, guidelines, when applicable make referral to Community Legal Services.
- Work with banks, realtors, landlords, and lending institutions to meet the needs of our clients.
- Provide home purchase instruction, problem resolution, home purchase and special service support.
- Help client complete appropriate loan applications.
- Assist client with credit repair, if necessary.
- Conduct home inspections and or home visits as needed.
- Refer clients to appropriate programs and agencies for support services.
- Help facilitate workshops that meet the financial needs of clients (Pre-Purchase, Fair Housing, Foreclosure Prevention, Post-Purchase, Home improvements, and Anti-Predatory lending)
- Identify and update NS neighborhood sale opportunities on monthly basis and notify project developer and clients or property availability.
- Collaborate on developing, following, and monitoring an annual work plan for the group and a personal work plan.
- Attend evening and weekend community meetings, as appropriate.
- Perform all case management system duties in RX Office, analyze and make recommendations as it relates to preparing of monthly reports for DHCD.
- Accurate and timely preparation of invoices and reports.
- Maintain appropriate records, documents, and reports for housing.
- Development and implementation of procedures to ensure that all NSCA residents receive information and support in home acquisition.

Qualifications and Experience Requirements:
- High School Diploma.
- Must have a valid HUD certification.
- Three years’ experience working with social services organization, other related field, or college education equivalent.
- Must be computer literate, able to access email, electronic calendars and the internet, experience with a variety of software applications including Microsoft Office.
- Must be able to master RxOffice software used to enter and update client information and provide reports. Efficient data entry skills a must.
- Proven ability to deal with people with empathy and concern in high-stress situations.
- Team Player and self-starter with ability to prioritize tasks.
- Excellent oral and written communication skills.
- Demonstrated experience working with culturally diverse groups of people.
- Knowledge of real estate, underwriting policies, mortgages, foreclosure and household budgeting and loan closing highly desirable.
- Must be certified in various housing counseling designations. DHCD Diversion Court Certified preferred.
- Familiarity with social service network in Philadelphia a plus.
- Must be able to work non-traditional hours and days (alternating Saturday mornings)
- Bilingual Spanish/English is preferred.
