Housing and Community Development Specialist IV - SR-22 Job at County of Hawaii
The Housing and Community Development Specialist IV works under the general supervision of the Housing and Community Development Specialist V and performs difficult and varied work.
One (1) full-time vacancy in the Office of Housing and Community Development - Community Engagement Division, Homeless Program Branch located in Hilo.
(Appointment may be made at any rate within the salary range advertised above at which appropriate qualified applicants can be recruited. Starting salary will be based on the qualifications of the person selected.)
This position is exempt from civil service.
- Develops, implements, manages various existing and new community engagement programs.
- Establishes rules and operating procedures for projects/programs to assure compliance with timetables and all applicable regulations. Evaluates the overall effectiveness of each program and recommends changes when required.
- Solicits and promotes program by advertising, speaking to groups, participating in community forums and providing technical assistance to groups or potential applicants. Creates marketing and outreach materials to include informational brochures, handouts, postcards, press releases and social media material.
- Maintains records of pertinent related information and compiles required reports. Collects data, maintain files, resource materials/referrals, action plans. Prepares and distributes own correspondence relating to various aspects of the programs. Manages assigned contracts and prepares and submits all required reports following established procedures.
- Assists management in drafting proposals, narratives and related research documentation to support applications, including such tasks as attending meetings, public hearings, conferring with agencies, community-based organizations, neighborhood boards and other community organizations to explain purposes and program benefits.
- Prepares required reports and complete monitoring of programs and the administration of budgets and expenditures.
- Recommends selection of professional services or service providers as required. Completes as required, all related procurement requirements.
- Assists with the preparation of plans and studies required by the federal/state/county government and private grantees in accordance with program regulations. Assists with coordinating and conducting surveys, studies and special projects to determine the need for and feasibility of undertaking housing and community development projects.
- Keeps abreast of new and amended county, state, and federal regulations and statutes that may be pertinent to the programs.
- Responsible for the compliance with the federal overlay and state statutes and regulations that affect the different programs.
- Operates a vehicle to perform work-related travel duties, such as visiting various departments and agencies to complete contract management activities and requirements.
- Performs other essential duties and tasks as assigned.
Training and Experience:
A combination of education and experience substantially equivalent to:
- graduation from an accredited college or university with major work (baccalaureate degree) in public or business administration, economics, psychology, social work, or a related field (attach a copy of your official college transcript to your application), and
- three (3) years of professional work experience in housing, community development, program management, or workforce development activities, and
- two (2) years of which shall have included work experience related to community development, and
- included or supplemented by one (1) year of supervisory experience or supervisory aptitude*, and
- possession of a valid State of Hawai`i driver's license (Class 3) or any other comparable valid driver's license. You will be required to submit your valid driver's license at the time of hire.
- Supervisory aptitude is the demonstration of aptitude or potential for the performance of supervisory duties through successful completion of regular or special assignments which involve some supervisory responsibilities or aspects, by serving as a group or team leader, or in similar work in which opportunities for demonstrating supervisory capabilities exists; by completion of training courses in supervision accompanied by application of supervisory skills in work assignments; or by favorable appraisals by a supervisor indicating the possession of supervisory potential.
