Department Summary:

MITRE’s Center for Securing the Homeland Mission Operators Division is seeking a candidate who is mission-driven and drawn to complex and consequential technical problems. This position plays an important role in tackling significant challenges in homeland security, such as: predicting and mitigating the effects of climate change, addressing social equity in emergency management, improving the efficiency and effectiveness of aviation and surface transportation security, and modernizing the immigration digital infrastructure. The specific focus of this role is to enable successful digital transformation projects. Digital transformation includes software modernization, cloud migration and/or data consolidation efforts.

Job Responsibilities:

As a Homeland Security Digital Transformation Analyst supporting multiple projects across the Federal Emergency Management Agency, Transportation Security Administration, US Citizenship and Immigration Services, and other DHS offices and components, your role will involve:

Engaging with Government Sponsors

  • Routinely engaging with government sponsors to develop a deep understanding of their mission challenges and priorities
  • Being passionate about critical sponsor challenges in the areas of emergency management, transportation security, and immigration
  • Performing research and analysis to develop actionable approaches to addressing sponsor challenges
  • Working closely with the sponsor, under the guidance of a project leadership team, to meet and exceed sponsor expectations and ensure MITRE deliverables meet a high-quality standard
  • Continuously monitoring sponsor environments to identify future areas of need and opportunities for support
  • Translating technical knowledge into business terms for senior sponsor leadership to make informed decisions

Providing Technical and Domain Expertise

  • Identifying opportunities and developing plans to incorporate policies, processes, and technology to improve mission performance
  • Leveraging knowledge and experience in one or more of these technical areas:
    • Data-driven real-time situational awareness, command and control, and decision aid tools
    • IT and software modernization, including solution architecture designs and implementation
    • Resilient IT infrastructure (cloud, data center, and hybrid)
  • Leveraging knowledge and experience in one or more of these domains of national preparedness:
    • Emergency management, including resilience, response, and recovery
    • Transportation security
    • Social equity in grants and assistance programs
    • Immigration systems and processes
  • Becoming a thought leader who can apply systems thinking skills to develop practical solutions in one or more areas of sponsor mission needs and communicate those solutions in forms that facilitate sponsor understanding and decision-making

Developing Work Products

  • Leading tasks to produce technical deliverables
  • Contributing to or leading the development of work products (textual, graphical, multimedia, etc.) that are provided as formal and informal MITRE/ HSSEDI deliverables to sponsors
  • Working with subject-matter experts in multiple disciplines from across MITRE’s FFRDCs, labs and incorporating their inputs into deliverables
  • Engaging in work program development, sharing opportunities, advising project leaders

Required Qualifications:

  • Bachelor of Science and at least 5 years of related experience in a STEM discipline, such as: Electrical, Computer or Systems Engineering; Computer or Data Science; Physics; Mathematics or similar technical field
  • An engineering leader with firsthand experience in IT modernization efforts.
  • Strong foundation in systems engineering principles and experience applying that knowledge to real world problems.
  • Strong desire to understand new technologies and apply them to sponsor’s mission challenges.
  • Proven record of advising senior government stakeholders and leading development of technical products development (e.g. Systems Engineering artifacts, Conceptual Architecture, Cloud Strategy, Analysis of Alternatives, Trade-off studies)
  • Experience working with and leading large and small teams of highly skilled engineers to deliver complex product in the homeland security domain.
  • Familiarity with DHS Enterprise Architecture, Systems Engineering Life Cycle (SELC) methodology, ATO process, Cloud based platforms, and Open-Source tools.
  • Understanding of modern hardware (for example: transportation security equipment) and software
  • Strong verbal, written, presentation, and communications skills
  • Ability to multitask and support multiple projects simultaneously
  • Ability to work as an individual contributor and can step up in technical leadership role as requested
  • DHS Fitness clearance or ability to obtain it as evidenced by an existing DoD or other USG clearance
  • Typically requires a minimum of 8 years of related experience with a Bachelor’s degree; or 6 years and a Master’s degree; or a PhD with 3 years’ experience; or equivalent combination of related education and work experience.

Preferred Qualifications:

  • Experience working with federal homeland security organizations
  • Desire to advance into roles of increasing responsibility
