Summary of Department:

The Homeless Management Information System (HMIS) department at Partners Ending Homelessness is responsible for the local HMIS System maintenance which is made up of the five basic operating roles of the department as it relates to HMIS and its Data:

1. System Administration & Project Management: Oversees the HMIS System Performance by running regular reports to ensure Data quality and cohesive function of HMIS.

2. Communication: As authorized by the CoC, the HMIS department manages communications related to data on behalf of the CoC and works closely with the statewide implementation Governance Committee.

3. Help Desk Support: The HMIS Department is responsible for receiving, assessing and resolving technical issues in the HMIS experienced by the end users.

4. Training: The HMIS Department is responsible for overseeing the training and development of all HMIS End Users creating training materials and programs that fit the program and CoC in partnership with contracted support. The HMIS Department will also assign HMIS licenses to end users.

5. Data Analysis and Reporting: Ensures all CoC Reporting requirements are met completely and accurately in a timely manner in collaboration with contracted support.

Summary of Homeless Management Information System (HMIS) Reporting Specialist position:

The Homeless Management Information System (HMIS) Reporting Specialist works in partnership with the Guilford County Continuum of Care (CoC), the participating community agencies, and the Michigan Coalition Against Homelessness (MCAH).

The HMIS Reporting Specialist is responsible for completing and submitting reports including Point in Time Count, Longitudinal System Analysis, System Performance Measures, monthly performance metrics. This position will assist HMIS users with required reporting for local, state, and federal government funders. This position will create and maintain custom reports as requested by the CoC.

The HMIS Reporting Specialist must:

a. Ensure reports are accurate and one time. Complete monthly data quality checks, assist with agency level report requests. Conduct regular review of System and Agency data for accuracy, identify any problematic issues and build out action steps for correction.

b. Provide high quality data analysis, reports, and System Performance “database” that inform, support, and improve service delivery of the Homeless Service System.

c. In collaboration with the Guilford County Collaborative Applicant, coordinate the annual Point-In-Time Count (PITC), where data will be collected on sheltered and unsheltered individuals. The HMIS Reporting Specialist is responsible for the consolidation and reconciliation of CoC wide data and report accurate findings to the HUD Homeless Data Exchange (HDX) in a timely manner.

d. The HMIS Reporting Specialist is responsible for the collection, consolidation, and reconciliation of HMIS and CoC data housing inventories for the annual Housing Inventory Count (HIC). The LSA is responsible for the submission of this report to the HUD HDX in a timely manner.

e. The HMIS Reporting Specialist will completed the System Performance Measures (SPM) and annual Longitudinal System Analysis (LSA) submission in HUD HDX.

f. Assist HMIS end users with quarterly ESG Quality Performance Reports and Consolidated Annual Performance and Evaluation Reports (CAPER) submissions.

g. Provide data necessary for the State of North Carolina’s Emergency Solution Grant (ESG) competition.

Qualifications:

● Experience using relational databases, longitudinal systems analysis, ServicePoint software and Advanced Reporting Tools preferred

● Knowledge of Homeless Management Information System (HMIS), uses, workflow, and reporting preferred

● A commitment to data informed decisions and process development

● Experience in data analysis and reporting, program evaluation and outcome measurement preferred

● Proficiency in Microsoft Office Suite (Word, Excel, and PowerPoint) including the ability to develop databases, charts, and graphs

● Exceptional interpersonal skills and ability to build and maintain positive professional relationships

● Exceptional organizational skills; multi-tasking abilities and attention to detail

● Excellent oral and written communication skills

● Bachelor’s degree in Public Policy, Public Administration, or Management or equivalent work experience

● Information systems and three years of directly related work experience or equivalent experience (at least five years of demonstrated success in directly related positions)
