General Summary:
The Site Administrator, under the direct supervision of the Program Specialist, is responsible for the daily operations of the Head Start center(s) in their assigned jurisdiction. Responsible for day-to-day operations of the center including parent and family engagement, within required state and federal laws, to include but not limited to, VDOE Licensing Standards, Head Start Program Performance Standards, and Health Department regulations. They will provide services for parents & families as part of the family partnership process. They will help families establish and obtain SMART goals; make routine contacts and conduct home visits. They will keep and maintains confidentiality of records on children and families; serves as a family advocate and liaison between the family and community. They will ensure proper center staffing and the health and safety of all children. They will facilitate events, conduct recruitment, and client intake. They will demonstrate knowledge and experience in the philosophy and practices of Head Start (or comparable child development programs), early childhood education, developmentally appropriate practice, and NAEYC Code of Ethical Conduct.
General Qualifications:
Must meet one of the VA Department of Education requirements for Director. A bachelor’s degree in social work, psychology or health science or related fields is preferred. Knowledge of family and health related community resources required. Experience in working with children and families required; proficiency in oral and written communication; attention to detail and accuracy is required; good organizational ability and a willingness to work as part of a team. Must be of good character and reputation; capable of carrying out assigned job responsibilities; and capable of accepting training and supervision. Must have proven supervisory experience.
Essential Functions:
1. Oversees staffing and scheduling, including filling in for teaching staff, bus monitors, and cooks if needed. Ensuring required ratios are met at all times, and staff credentials comply with standards.
2. Conducts documented monthly classroom observations of staff-child interactions.
3. Completes monthly/weekly center inspections, including fire drills, fire extinguisher checks, exit lights, playgrounds, and the Health & Safety Screener.
4. Completes required paperwork and documentation per Operations Manual; including new applications, ChildPlus notes/attachments, Health & Safety Screener, contact notes, attendance plans/contacts, family partnership agreements, transition plans, IEP/IFSP, staff evaluations, etc.
5. Plan recruitment activities to ensure enrollment at funded levels. Collaborate with local community partners and LEAs.
6. Maintaining a waiting list of children through recruitment activities and completed application submission in a timely manner ensuring full center enrollment.
7. Assists in maintaining 85% daily attendance for children enrolled in program by checking attendance records daily and contacting the parents within the first hour of the day. Complete necessary attendance plans and submit referrals to Family Development Supervisor for children & families who remain chronically absent.
8. Communicates effectively with families during enrollment, parent committee meetings, home visits, and throughout the program year.
9. Arranges for families to visit the center prior to child’s enrollment and conducts site tour.
10. Submits referrals to Program Specialist and Behavioral Health Coach for known or suspected behavioral, disabilities or health/nutrition concerns, in collaboration with classroom staff.
11. Maintains accurate and current file and electronic record on all children and families at their designated site(s).
12. Ensures that all children’s health records are current and up to date. Escalate issue to Program Assistant for follow-up and support.
13. Ensures that all enrolled children receive dental services. Escalate issue to Program Assistant for follow-up and support.
14.Ensures that all children and families have a medical and dental home provider.
15. Works with monitoring to ensure that all health and dental screenings for children are preformed within the required days of enrollment.
16. Conducts home visits with teacher a minimum of two times per year, or as needed.
17. Organizes and advises center parent committees and facilitates monthly meetings and participates in all center events.
18. Creates center schedule bi-weekly, approving time off for classroom staff, works with Transportation Manager and Food Service Manager to provide coverage if needed. Responsible for filling in for classroom staff, cooks, and bus monitors if no one else is available.
19. Conduct classroom staff evaluations, provides feedback to staff, handles classroom staff disciplinary issues under the direction of the Program Specialist and/or Vice President of Early Childhood Education
20. Oversees all aspects of site monitoring and compliance under the direction of the Program Specialist and/or Vice President of Early Childhood Education.
21. Works as a team player with center staff, STEPS administration, parents, and community to ensure quality service delivery in all functional areas.
22. Participates in interviews and assist with new hire onboarding, as requested.
23. Facilitates monthly center staff meetings and uploads documentation per policy.
24. Delivers supplies & materials to designated site(s) weekly, or as requested.
25. Participates in meetings, trainings and conferences, as requested, maintains credentials, and annual training hour requirements.
26. Acts as parent point of contact, field questions, complaints, and suggestions.
27. Reviews all communications being sent home from the center to include classroom newsletters.
28. Participates in family/child staffing meetings, and parent conferences, as necessary. Assists parents in completing the Family Partnerships Agreement, assessing needs, setting, and achieving goals.
29. Participates in IEP/IFSP meetings as requested.
30. Provides support services to Head Start families.
31. Solicits in-kind donations and volunteer services from family and community members.
32. Performs other duties as assigned and required.
Recommended Employment Qualifications
Education:
Must be at least 21 years of age and possess one of the following 1) a graduate degree in a child-related field such as, elementary, or early childhood education, nursing, recreation, or related field and have at least 6 months programmatic experience in a childcare/school setting. 2) An endorsement of bachelor’s degree in a child-related field such as, elementary, or early childhood education, nursing, recreation, or related field and have at least one-year programmatic experience in a childcare/school setting. 3) Forty-eight semester hours of college credit from a college or university of which 12 semester hours are in child-related subjects and one-year programmatic experience in a childcare/school setting. 4) Two years of programmatic experience with one year in a staff supervisory capacity and at least one of the following: a) a one-year early childhood certificate from a college or university that consists of at least 30 semester hours b) Child Development Credential - CDA c) A certificate of qualification from an internationally or nationally recognized Montessori organization.
Experience:
A minimum of 6 months programmatic experience, depending on education qualification. Experience in working with children and families required. Proficiency in oral and written communication. Must be able to demonstrate proficient computer skills. Good organizational ability and wiliness to work as part of a team.

Pay: $17.00 - $18.00 per hour
