General Description of the Position

THIS IS A 100% GRANT FUNDED POSITION

The Grants Administrator works closely with the Director of the Office of Sponsored Programs (OSP), office staff and senior leaders to ensure accurate reporting and procedural compliance on all grants and agreements and manage a $20M grants and contracts portfolio. The Grants Administrator will assist in developing and updating relevant policies and procedures and provide technical assistance as required.

Essential Functions & Required Knowledge, Skills and Abilities

The following are the functions essential to performing this job:

  • Monitor and keep current with government regulations regarding contract and grant accounting; specifically, OMB 2-CFR and A-133 supplement.
  • Ability to provide interpretation and application of all governmental regulations and grant award terms and conditions.
  • Work with the office clerical staff to schedule and ensure that all webinars and trainings are set-up appropriately prior to each session.
  • Assist the Director and Associate Director in creating and revising office policies and procedures.
  • Work with the Associate Director and other staff on the installation and upgrade of proposal and grant award management databases.
  • Assist in ensuring that all proposal and grant awards are properly added to the electronic proposal/grant management system.
  • Review grant proposals and identify, and resolve compliance issues related to university and sponsor requirements.
  • Implement and monitor systems of checks and balances consistent with university and agency regulations.
  • Work with the OSP Director to assist faculty and department heads on finding grant opportunities and proposal submission
  • Assist with calculating the indirect cost rate applied to various sponsored awards, ensuring consistency and adherence with internal policies and externally negotiated rates.
  • Assist with reviewing and approving all financial expenditures and budget changes to ensure adequate documentation and compliance with all federal, state and agency regulations, policies and procedures.
  • Assist with pre-award proposal development and submissions.
  • Assist with developing and preparing operational and statistical reports for management and regulatory agencies.
  • Work with the OSP staff on addressing A-133 audits and agency site visit inquiries.

Individuals in this job may be assigned one or more of the following tasks on a rotating or as-needed basis.

  • Recommend, implement and maintain best practices in ensuring compliance with internal controls, governmental regulations, accounting principles and federal/state/local laws as they relate to grants and contracts.
  • Provide proactive as well as problem-solving services to the customer base in an independent manner with minimal supervision.
  • Other related duties and functions as assigned.

  • Excellent verbal and written communication skills and the ability to interact with a variety of people on varied levels.
  • Ability to maintain accurate and current accounting records.
  • Ability to work under pressure due to deadlines and large volume of work while still maintaining precise attention to detail.
  • Must have a high degree of organizational skills to manage large and growing research programs.
  • Ability to disseminate information on both a technical and general operational level.

Qualification Standards

Qualification Standards (Minimum)

  • Bachelors degree or higher with experience in Accounting, Business Administration, Economics, Finance, Business Management or related field.
  • Knowledge of OMB 2 CFR 200, federal compliance requirements and Federal Acquisition Regulations.
  • Knowledge of state and federal agency policies (e.g. NSF, NIH, NASA, USDA).
  • Experience working with state and federal computerized financial management systems, including data entry and correction procedures.
  • Demonstrate the ability to meet deadlines and manage time effectively with the highest degree of accuracy, while working in an environment of fluctuating priorities and frequent interruptions.
  • Demonstrate a proven track record of successfully working collaboratively with administrators and representatives of external organizations including federal and non-federal agencies.
  • Experience in statistical and financial analysis of data for making long and short-range plans and projections.

Qualification Standards (Preferred)

  • Knowledge of program administration and research guidelines of federal and non-federal funding agencies supporting research.
  • Five years experience with sponsored research financial accounting/administration, preferably in a higher education setting.
  • Experience in proposal development and submission.
  • Minimum three years experience with an academic or federal accounting system.
