Summary of Work


The North Dakota Public Service Commission (Commission) seeks to hire a highly skilled natural gas pipeline safety inspector to serve the expanding pipeline and natural gas industry in North Dakota.

Our goal is to protect people and the environment by advancing the safe transportation of energy and other hazardous materials that are essential to our daily lives. The inspector will enforce State and Federal safety standards that apply to intrastate natural gas pipeline operators. The inspector will be an employee of the Commission and will coordinate regularly with the Pipeline and Hazardous Materials Safety Administration (PHMSA).

Duties and Tasks

  • Perform inspections and provide monitoring functions to assure compliance with Federal safety and health regulations among pipeline operators, pipeline employees, and contractors.
  • Investigate complaints from pipeline operators, pipeline employees or contractors, the general public, or governmental representatives involving unsafe conditions, excavation damage, or other subject areas of responsibility.
  • Write evaluations and draft Notices of Probable Violations, Motions, Orders, Formal Complaints, and make recommendations concerning alleged violations for review by the Program Manager and Division Director.
  • Build relationships with employees in other Federal, State and local government agencies, as well as officials of pipeline operators and contractors to enforce Federal safety regulations.
  • Represent the Commission at public meetings, hearings, and conferences for the purpose of providing awareness and understanding of state and federal laws relating to pipeline safety.
  • Obtain and maintain certification through training and development offered through U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration.

Minimum Qualifications

  • Bachelor’s degree in an energy or physical science field; OR
  • Associate degree in a pre-engineering, math, energy, or physical science field and two years of work experience in state or federal code inspection or as a technician in a pipeline related field; OR
  • three years of work experience in state or federal code inspection or as a technician in a pipeline related field.
  • If unable to find applicants who meet the minimum qualifications, the position may be filled at a lower level.


The job requires extensive travel for both inspections and training. Employee must pass a background check, have a valid driver’s license, and maintain an acceptable driving record.

Preferred Qualifications

  • Experience in the pipeline industry related to pipeline safety.
  • Experience writing, presenting, and reporting information pertaining to pipeline safety inspections.
  • Experience applying 49 CFR Parts 190, 191, 192, 193, and 199.
  • Completion of applicable inspector training offered by PHMSA.
