Plan, leads, organize, and assign the work performed by staff- Ensure staff is trained in appropriate accounting methods and procedures
- Provide recommendations on improving accounts payable processes and internal controls
- Develop and implements policies and fiscal procedures
- Provides timely and accurate financial data to management and programs
- Participate and motivate accounts payable staff in team meetings including daily huddles, AP huddles, finance leadership team, and finance division all staff meetings
- Train and develop financial staff to understand rules and policies, including GAAP, Office of Financial Management (OFM) policies, and agency policies
- Verify accounts payable work to ensure accurate data is entered into the accounting systems and in AFRS
- Assist in system development, documentation and process improvements including testing and verifying changes to processes and procedures
- Monitor fiscal and accounting activities, analyze and evaluate potential problems
- Identifies and implements required internal controls
- Work internally and externally to develop appropriate new processes or changes needed based on business and/or program needs
- Provide accounting support to DES programs, budget staff and management
- Review financial reports and other documents that are prepared by AP staff
- Act as back up support for the SAFS AP supervisor and AP Manager as needed
- Other duties as assigned
18 quarter hours in accounting, auditing, budget, or other relevant field OR as a condition of employment, commitment to attain hours within 12 months of hire
AND
A Bachelor’s Degree in accounting, public administration, business administration, or related field AND at least Four (4) years experience in accounting, auditing, or relevant financial field
OR
An Associate’s Degree and six (6) years’ experience in accounting, auditing, or relevant financial field
OR
At least eight (8) years of experience in accounting, auditing, or relevant financial field
OR
Preferred:
Two (2) years experience in applying Generally Accepted Accounting Principles (GAAP), handling general ledger accounting and accounts payable- Knowledge of generally accepted accounting principles (GAAP)
- Knowledge of statewide accounting and administrative manual (SAAM)
- Knowledge and experience using the statewide accounting system – Agency Financial Reporting System (AFRS)
- Strong customer service skills
- Ability to clearly communicate with customers being consistent
- Ability to prioritize to meet routine deadlines
- Ability to follow established procedures and to recommend improvements to established procedures
- Ability to produce timely and accurate work products using Excel Spreadsheets
Ability to multi-task in a fast-paced, deadline driven environment
