DEFINITION
:
Under general supervision, performs review of simple fire alarm, fire sprinkler and building plans, including, but not limited to, single-family residences, minor interior tenant improvements, minor modifications to fire alarm systems, and modifications with less than 20 sprinkler heads, as well as permit applications, and a wide variety of public counter duties in a fire prevention office.

CLASSIFICATION STANDARDS:
Positions allocable to this class typically report to a Supervising Fire Prevention Engineering Assistant or a Fire Captain and are responsible for performing review of simple fire alarm, fire sprinkler and building plans, including, but not limited to, single-family residences, minor interior tenant improvements, minor modifications to fire alarm systems, and modifications with less than 20 sprinkler heads and permit applications to determine completeness and general compliance to applicable building and fire codes and related regulations; performing a wide variety of public counter duties such as providing customer service, data entry, responding to telephone inquiries. Positions in this class must possess basic knowledge of engineering terminology, principles and practices; have the ability to apply the knowledge to the plan approval and inspection process, read building plans, legal land subdivision maps and parcel maps; and interpret related codes, rules and regulations. Assignments are characterized by the presence of clear guidelines and procedures.

Essential Job Functions

  • Conducts review of simple site, building, fire sprinkler, and/or fire alarm system plans, (e.g., single-family residences, minor tenant improvements, minor modifications to fire alarms systems, modifications with less than 20 sprinkler heads, subdivisions, entitlements) in order to ensure accuracy completeness, and compliance with applicable codes, rules and regulations and issue approvals for permits.
  • Responds to inquiries from the public by reviewing and interpreting applicable codes, construction plan requirements, and department regulations.
  • Calculates charges for developer fees by using standardized formulas, and computerized systems.
  • Creates and maintains project files by updating and storing documents (e.g., logging, routing, filing) electronically; and tracking information on specified systems (e.g., EPIC, LA, Permit Tracking System) in order to retain records and ensure proper maintenance of documentation.
  • Maintains office and miscellaneous supplies (e.g., electronic equipment) by keeping track of inventory; ordering supplies and updating upper management, as needed, in order to ensure supplies are available at all times.

Requirements

MINIMUM REQUIREMENTS:

TRAINING AND EXPERIENCE:
Option I: One year of experience in a public agency reviewing simple plans and permit applications.

Option II:
Completion of 15 semester units or 23 quarter units in an accredited college or university in building inspection technology, architectural drafting, engineering, or fire protection related courses.

Option III:
Current certification by the International Code Council as a Permit Technician or equivalent permit technician certification.

No out-of-class experience will be accepted.

  • Accredited institutions are those listed in the publications of regional, national, or international accrediting agencies which are accepted by the Department of Human Resources. Publications such as American Universities and Colleges and International Handbook of Universities are acceptable references. Also acceptable, if appropriate, are degrees that have been evaluated and deemed to be equivalent to degrees from United States accredited institutions by an academic credential evaluation agency recognized by The National Association of Credential Evaluation Services or the Association of International Credential Evaluations, Inc. (AICE).
Educational/Certification requirement: Applicants for this position must include a legible copy of their official diploma, transcripts, certifications, or a letter from the accredited institution at the time of filing or within 15 calendar days of filing. Failure to provide the required documentation will result in application rejection.

LICENSE:

A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.

PHYSICAL CLASS:
Physical Class II – Light: This class includes administrative and clerical positions requiring light physical effort that may include occasional light lifting to a 10-pound limit and some bending, stooping, or squatting. Considerable ambulation may be involved.

EXAMINATION CONTENT:

This examination will consist of two (2) parts:

Part I: A multiple choice and/or simulation assessment, weighted at 80%, covering:

  • Reading Comprehension
Applicants must achieve a passing score of 70% or higher on Part I - multiple choice and/or simulation assessment in order to proceed to Part II - writing assessment.

MULTIPLE CHOICE AND/OR SIMULATION ASSESSMENTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Part II: A writing assessment, weighted 20% measuring English Structure and Content, Written Expression, and Prioritizing Information.

APPLICANTS MUST MEET THE REQUIREMENTS AND ACHIEVE A PASSING SCORE OF 70% OR HIGHER ON EACH WEIGHTED TEST PART IN ORDER TO BE PLACED ON THE ELIGIBLE LIST.

ELIGIBILITY INFORMATION: The names of candidates receiving a passing grade on the examination will be placed on the eligible list in order of their score group for a period of twelve (12) months following the date of promulgation.

Any Shift - Appointees must be willing to work any shift, including evenings, nights, weekends, and holidays.

VACANCY INFORMATION:
The eligible list resulting from this examination will be used to fill the Fire Permit Technician vacancies in the County of Los Angeles Fire Department, as they occur.

BACKGROUND CHECK INFORMATION:
Candidates who are extended a conditional offer of employment will be required to complete a background check, including a review of any criminal convictions, which requires a fingerprint scan. A candidate with a conviction history which has a direct and adverse relationship with the duties of the Fire Permit Technician position may undergo the process for his/her conditional offer of employment to be rescinded. If rescinded, a candidate's name will be removed from the certification list pursuant to Civil Service Rule 6.04.
