OIC CAREER OPPORTUNITY
The Office of the Insurance Commissioner (OIC) is seeking a motivated and qualified individual to fill a permanent Financial Examiner 3 (FE3) . This position may be filled at the FE2 or FE3 level. This position is assigned to the Company Supervision Division, located in our downtown Seattle office.
As an Examiner-In-Charge, you will lead a team of professional financial examiners in carrying out complex financial examinations of insurers, health carriers, and other regulated entities. Acting as a project manager, you will ensure assigned financial examinations are conducted in accordance
with NAIC accreditation standards and internal OIC standards. In this position you will, review and approve examination plans, testing approaches and work submitted by staff examiners and specialists. Trains and assists staff examiners, interviews company officers, executives, and board members. May function as the lead examiner on a multi-state coordinated examination. This means that you may need to travel in and out of state for extended periods performing examinations. In addition to being a leader and an integral part of the team, you will write and sign off on financial examination reports that become open to public inspection, and may present testimony, documentary evidence, and demonstrative evidence in a hearing or trial.

Duties
As the Examiner-In-Charge, leads a team of professional financial examiners to complete complex financial examinations. Plans and conducts complex financial examinations of insurers, health carriers, and other regulated entities. Ensures all assigned and reviewed examinations are completed in accordance with NAIC Accreditation Standards and OIC procedures.
Actively manages the risk-focused examination by developing work programs and approves the staff examiner's planned exam approach.- Ensures that all significant risks have been identified and are considered in the planned exam procedures.
- Assists, mentors, trains, and assigns work to staff examiners, specialists, and other state examiners.
- Reviews and assesses the work and findings, including work papers and reports, of other examiners, staff, and experts. Suggests revisions or corrections to work if necessary.
- Functions as the primary contact with the assigned company liaison and keeps the company informed of examination status and potential findings.
- Reads, analyzes, and examines filings, financial statements, documents, and other information to assess financial condition, statement assertions, and compliance with laws, regulations, and standards. Understands complex accounting issues.
- Reviews and understands complex accounting entries on both a Generally Accepted Accounting Principles (GAAP) basis and Statutory Accounting Principles (STAT) basis, including GAAP-to-STAT adjusting entries.
- Writes and signs formal financial examination reports.
- Travels in and out of state for extended periods to perform examinations.
Qualifications
Required Qualifications of this position include:
A Bachelor's degree involving major study in accounting, business administration, economics, or finance with a minimum of 36 quarter or 24 semester hours of accounting. (Degrees must be from an accredited college or university whose accreditation is recognized by the U.S. Department of Education and the Council for Higher Education Accreditation (CHEA), or foreign equivalent).
- A Master’s degree in accounting, finance, economics, or business administration with 24 semester or 36 quarter hours in accounting may substitute for one year of the required experience.
AND
- An active professional designation or license in one of the following:
- Certified Public Accountant (CPA) license granted by Washington State or another state that has reciprocity with Washington State. OR;
- A designation as an Accredited Financial Examiner (AFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE). OR;
- A designation as a Certified Financial Examiner (CFE) in an insurance discipline, as granted by the Society of Financial Examiners (SOFE).
AND
- Three (3) years of "qualifying professional experience*" in accounting or auditing. *
- "Qualifying professional experience" is defined as experience [auditing, analyzing, or preparing financial statements: balance sheet, income statement, cash flow statement, and notes thereto] as an accountant, auditor, or examiner with a public accounting firm or as an accountant, internal auditor or external auditor or examiner of insurance companies, banks, savings and loan associations, municipalities, etc., state, or federal or private entities.
In addition to the qualifications noted above, this position requires:
- Intermediate skill levels in Microsoft Excel, Word, and Outlook.
- Ability to travel both in-state and out-of-state, for extended overnight periods.
Preferred/Desired Qualifications of this position include:
- Experience as a manager, supervisor, lead, or examiner-in-charge of internal or external audits/examinations.
- Experience with, or as a contactor for a state insurance department working as an examiner, auditor, or financial analyst of insurance companies.
- Beyond the designation/license obtained to meet the required qualifications, additional designation/license as a CPA, AFE, or CFE is preferred.
- Other insurance or information systems related designations.
