Financial Analyst (Level Dependent on Experience) Job at WaterOne
The Financial Analyst develops and monitors short-term budgets and long-term financial plans to accomplish the financial goals and objectives of WaterOne. This person will also maintain sophisticated spreadsheet based financial models used in annual budgeting, cash flow planning, long-term capital financing, capital expenditure reporting, and the development of cost of service based rates and fees. This person will use technical and analytical skills to help provide information for and make recommendations to the Manager-Financial Planning and Analysis and Director-Finance for their use in making financial decisions. This person may, along with other Finance staff, assist in the process of issuing tax-exempt bonds. This person supports the cash and investments function by evaluating and executing short term investment strategies, preparing monthly portfolio analysis and financial reporting, and completing special treasury and banking related projects as needed.

Pay Range: From $63,300/year
Responsibilities
- Assist WaterOne divisions with annual operating and maintenance expense budget and annual capital budget as well as five-year capital planning.
- Aid WaterOne divisions with analysis related to new personnel requests in the annual budget and five-year personnel plan.
- Update the Master Plan Capital Fund and Transmission & Distribution Capital Fund models and complete the corresponding monthly financial reporting.
- Complete a monthly budget versus actual variance analysis for operating and maintenance expenses as well as annual capital projects.
- Review and analyze historical financial information and financial statements including ratio analysis.
- Maintain complex financial planning models including cost of service models.
- Utilize data from an Enterprise Resource Planning (ERP) system as well as other databases to perform basic analysis using statistical methods.
- Assist in the development of capital budgeting analysis including the calculation of net present value, internal rate of return, payback period, and discounted payback period.
- Assist in developing written and oral presentations of financial and related operational data used by management to make financial decisions.
- Support other finance staff in project management and execution.
- Assist in providing information used to issue new and refund existing debt including tax-exempt or taxable bonds, and State Revolving Fund (SRF) loans.
- Assist with grant applications and grant fund management recordkeeping as needed.
- Monitor cash balances and project future cash flows to insure adequate funds for daily operational needs of WaterOne.
- Purchase temporary investments, in accordance with WaterOne's investment policy including calculating investment costs and related yields.
- Assist in the planning and investing of proceeds from bond sales.
- Complete fund transfers as needed.
- Complete documentation necessary for recording ownership of investments by fund, calculating monthly investment income by fund and preparing supporting documentation for accounting entries to the investment sub ledgers.
- Other duties as assigned.
Qualifications
Required Education, Skills & Experience
- Bachelor's Degree with a major in Finance, Accounting, Economics, Statistics, or related field acceptable to management.
- Two years of financial work experience, or three years of work experience in a utility environment.
- Excellent written and oral communication skills. Must be a good listener.
- Knowledge of PC based applications including Microsoft Excel, Word, Outlook, Power Point, and Access.
- Project management skills whether working independently or in a team environment.
- Ability to develop effective working relationships with employees at all levels of the organization, and with peers in other public-sector organizations.
- Organized, able to set priorities, and work on several projects concurrently.
- Demonstrated ability to be an inquisitive, creative self-starter, who consistently exercises good judgment and responds well to occasional emergencies.
- Results oriented and willing to invest the time as necessary to achieve organizational objectives.
- Excellent analytical skills and a strong aptitude for detail.
- Must pass a post-offer medical exam, including drug screen and background investigation (may not apply to current employees).
Preferred Education, Skills & Experience
- Financial work experience in a utility environment.
- Experience with Enterprise Resource Planning (ERP) systems such as SAP.
- FP&A, CPFO, CPA, CMA, or similar certification acceptable to management.
- Master's Degree in Finance, Accounting, Economics, Statistics, or related field.
