Under general supervision, the Financial Analyst will review, verify, and analyze financial information submitted by healthcare providers to obtain a Certificate of Need (CON). Reviews and follows all policies and procedures. Reviews and follows all Health Care Authority (HCA) Code and related Rules and Certificate of Need Code and related Rules and Standards. Ensures that timelines are followed and met, appropriate filing fees are paid, and that the CON application meets the requirements under the Code/Rules. Will work with the HCA attorney, as needed. Attends public hearings, as needed, for affected parties during the CON review process. Presents findings and recommendations to the HCA Board for all CON applications. Writes administrative decisions, based on the HCA Board's decision, once an application has been presented. Maintains updated and organized records/files for all CON applications.

Training: Graduation from an accredited four-year college or university with a major in business administration, accounting, auditing, finance, economics, management, health care administration, public health administration or planning, hospital administration, nursing, mathematics, statistics, or a related health sciences field.
Experience: One year of full-time or equivalent part-time paid professional experience in finance, accounting, economics, statistics, management, research or consultation with a business, hospital, health planning, health organization or qualifying work experience in a health care cost review or regulatory agency involving review and analysis of financial information submitted by hospitals and health care providers.
Note: Applicants for vacancies in the Rate Review Section must have a minimum of 9 semester hours in accounting.
