Preferred Qualifications
Leads the group responsible for managing all contracted transmission, distribution and substation physical work in PPL EU (includes capital projects, the asset optimization strategy program, and maintenance activities) to the scope, terms, and conditions specified in each contract. Coordinates construction requirements and activities throughout the project life cycle including pre-design, design, procurement, contracting, construction, and post-construction/commissioning. Ensures that contractors adhere to the standards and specifications in PPL EU safety, work, and environmental policies/procedures. Responsible for coordinating with corporate and government agencies for environmental planning, safety planning, and work/outage planning. Ensures contract work scope matches invoicing and verifies validity of contract change orders, as necessary. Manages all full-time PPL construction supervisors as well as any needed contracted support.
Responsibilities:
Supervises a diverse and dynamic workforce with responsibilities including but not limited to:
- Enforcing a culture of safety first.
- Fulfilling Human Resource functions
- Drive/support change management
- Enforce company policies and procedures
- Maintain job specific procedures for Construction Supervisors
- Perform periodic compliance audits on all job-related processes and procedures.
- On-boarding new contractors
- Coordinates with PPL EU Manager of Safety to review contractor provided safety plans for completeness and adherence to Human Performance process.
- Reinforce the PPL Value of Safety on all construction work managed by Construction Supervisors.
- Consults with the PPL EU Contract Management Group in:
- Developing long-term and short-term construction contracting strategies.
- Developing performance standards for Construction Management.
- Acting as the primary interface with contractors on performance metrics and, ensures contractors develop regularly supply performance indicators.
- Managing the field change order process to ensure contract change requests are well documented and adhere to SOX.
- Operational controls. Enforce invoicing procedure amongst the Construction Supervisors.
- Coordinates with PPL Groups and External Organizations for, but not limited to:
- Environmental permitting and compliance
- Outage planning and coordination efforts
- Vegetation Management impacts on construction.
- Foreign utility moves PA One Call
- Project Planning g. Design/constructability reviews. Commissioning activities (redlines, punch lists, AOF, cleanup, etc.)
- Ensures construction status/progress reports are completed and supplied to Project Management and the Project Controls Group. Uses progress reports to identify cost/schedule issues and initiates the development of corrective action plans as needed to keep projects on budget and on schedule.
- Directs the construction supervisors in managing the installation, testing, commissioning, and maintenance of electrical substation protection and control equipment work performed by contractors.
- All positions in which driving is an essential function of the job, regardless if the job code is marked safety sensitive or not, will also be included as safety sensitive.
- May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
- The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.
Basic Qualifications
- Bachelor's Degree or 8 years of equivalent experience.
- Minimum of three (3) years' experience in construction, contract management, engineering or project management.
- Work Management and job planning experience required.
- Organizational skills, communication and people skills required. The ability to communicate with internal and external customers.
- Certified Construction Manager (CCM) or Project Management Professional (PMP) certification or be able to attain within one year.
Preferred Qualifications
- Management/Supervisor experience in construction, contract management, engineering or project management.
- Master's Degree.
