Facility Operations Specialist 2 (Facility Operations Specialist 1/Underfill Option)
Help the Oregon Department of Fish and Wildlife fulfill its mission: To protect and enhance Oregon's fish and wildlife and their habitats for use and enjoyment by present and future generations.
This position is with the Oregon Department of Fish and Wildlife’s (ODFW) located in Irrigon, Oregon.
The goal of this recruitment is to fill these positions at the Facility Operations Specialist 2 (FOS2) level. However, we encourage candidates to apply for the Facility Operations Specialist 1 level ($4,073-$6,230/mo.), as the department may consider under-filling the position.

The hatchery is to compensate for losses of steelhead caused by the Lower Snake River dams. Irrigon Hatchery produces 1,200,000 steelhead smolts for the Grande Ronde and Imnaha River systems and will enhance fisheries for sportsmen and treaty tribes. The hatchery employees nine and one-half permanent employees and has a budget of approximately $1,000.000.
This purpose of this position is to provide the coordination, integration, maintenance, budget tracking, repair, and construction demands of multiple Lower Snake River Compensation Plan hatchery facilities with different automation, energy, security and structural systems. Provide support to the hatchery manager and work units in the operation and maintenance of the Irrigon/Umatilla Hatchery Complex; to direct and monitor the work of maintenance specialists during those instances when they are involved in all tasks related to the maintenance and repair of buildings and equipment. In addition, this position provides technical, mechanical, and electrical oversight for Wallowa and Lookingglass Hatcheries; including alarm system design, repair, and maintenance, PLC programmed systems, automated feeding systems, safety projects, mechanical and electrical energy systems, contract service inspection.

What you will do:
Structural Maintenance and Performance Activities Requiring Installation, Replacement and/or Modification of Equipment and Facilities – Oversee and Participate in the following:
  • General painting and carpentry
  • Installing or repairing fixtures and other electrical maintenance on equipment.
  • Making repairs and mechanical adjustments on station operating equipment.
  • Locate, identify, isolate and repair problems with refrigeration equipment.
  • See that scheduled maintenance is carried out by the use of station maintenance schedule.
  • Identify deficiencies in structures, fixtures, electrical and plumbing systems.
  • Evaluate and monitor work in progress and at the time of completion, for conformance to blueprints, schematics, and construction, fire and safety codes.
  • Perform preventive and unscheduled maintenance as needed. Keep manager informed and recommend other necessary maintenance activities. Respond to emergencies or unscheduled problems as they arise. Plan and coordinate upgrades and project future needs of facilities systems and structural needs
Administration:
  • Make estimates of cost, time and materials, as requested, for use in planning maintenance operations. Train personnel in maintenance and repair procedures and techniques. Operate and train personnel in the safe operation of special equipment such as: pickup trucks, boom trucks, forklifts, emergency generators, gas/electric/air power tools, welders, farm tractors and attachments, Freon retrievers. Initiate, coordinate and manage the use of contracts of maintenance services, supplies and equipment. Participate with Hatchery Manager in preparing budgets for structural modification and facilities systems and calculate cost/benefit for modifications and improvements.

Working Conditions
  • Must work in extreme heat and cold for extended periods; must perform strenuous activities, climbing, work in cramped areas, work in inclement weather and in cold water; work odd hours, occasional nights and weekends, must be available for emergencies; may be required to work in close proximity to exposed live electrical circuits; may be exposed to harmful chemicals/substances such as formaldehyde and Argentyne, subjected to dust irritants and loud noises.
  • This position requires a flexible work schedule that varies in the number of hours worked on a daily basis, but not necessarily each day, or a work schedule in which the starting and stopping times vary on a daily basis, but not necessarily each day, and does not exceed forty (40) hours in a workweek. Work exceeding 40 hours per week requires prior approval by the supervisor.

We are seeking applicants who meet the minimum qualifications and have the following skills and experience:
Minimum Qualifications:
Facility Operations Specialist 2 ($4,465 - $6,851/mo)
  • A Bachelors degree in civil, mechanical or electrical engineering or business administration AND three years of journey level experience in one of the major disciplines of the building trades AND one additional year of the experience identifying work program needs and preparing contracts;
OR
  • Six years of experience in one of the major disciplines of the building trades AND one additional year of experience identifying work program needs and preparing contracts

Facility Operations Specialist 1 ($4,073 - $6,230/mo)
A Bachelors degree in building construction, industrial engineering or related field AND one year of experience planning, scheduling, or coordinating facility system maintenance and construction projects;
OR
Four years of experience planning, scheduling or coordination facility system maintenance or construction projects.
Required/Requested Skills:
  • Able to work independently to plan and coordinate the work of skilled and semi-skilled employees and collaborates with senior level trades people to develop project plans.
  • Possess the knowledge and skills related to the following: electrical alarm systems; compressors; PLC operated systems and programming; computer controlled refrigeration systems for chilling water; automatic fish feeding systems; large and small water pumps; electrical backup diesel generating systems; and all other mechanical type equipment.
  • Have the ability to work from shop drawings, sketches, blueprints and/or oral and written instructions.
