Basic Eligibility For A Position With The NRO

Where You Will Work
Management Services & Operations (MS&O) is responsible for delivering integrated service and support solutions that ensure the NRO mission. MS&O is responsible for facilities, emergency management, logistics and resource management to name a few. MS&O has opportunity for an experienced facility project manager to join the team. This position will work within the Facilities Support Group and is responsible for the execution of design/build construction projects. Projects range in scope and complexity supporting all facets of a facility to include, but not limited to, power, people spaces, and cooling.

The variety of projects executed provides a unique experience that allows project managers to utilize their subject matter expertise while increasing their breadth of knowledge across all aspects required operating a facility. The position serves as a technician, responsible for complex, difficult, strategic assignments in a given area of responsibility. This work requires providing professional, technical data analysis in the area of expertise and coordinating projects undertaken with other organizations. The position advises higher level officials and groups working on specific problems as it relates to the area of responsibility.

What You Will Be Doing
Applicant must have direct applicable experience that demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for immediate success in the position.
- Working closely with management on design and construction budgets
- Creating accurate cost estimates.
- Gathering statement of work requirements from various stakeholders and subject matter experts.
- Evaluating cost proposals for accurate scope, cost, and labor efforts.
- Cradle to grave project execution.
- Communicating and coordination with sub-contractors across various trades.
What You Need
- Excellent communication skills are vital to the successful execution of projects.
- Ability to follow historically proven processes.
- Solid understanding of multiple key functions that operate a facility (e.g. electrical, mechanical, heating, cooling, etc.).
- Experience managing project resources.
- Ability to make project related decisions or make recommendations to management.
Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above. Experience must be reflected in your resume.

Other Information
- Overtime Statement: MAY be required to work other than normal duty hours, which may include evenings, weekends, and/or holidays.
- Travel Statement: MAY be required to travel in military or commercial aircraft to perform temporary duty assignments.
- Financial Disclosure: MAY be required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually.
- Financial Management Certification: May be required to obtain the appropriate Financial Management certification level for the position within two years of assignment.
- Defense Acquisition Workforce Improvement Act (DAWIA) coded positions: If selected for a DAWIA coded position, the incumbent must meet appropriate certification requirements IAW the Defense Acquisition Workforce Improvement Act (DAWIA) no later than 24 months after accepting this position. Individual shall maintain, at a minimum 80 continuous Learning Points every 24 months via the services acquisition management system. DAWIA requirements may be located at the Defense Acquisition University website.
- Geographic Mobility Agreement: MAY be subject to directed reassignment as required to address mission effectiveness, and/or career development.
- Information Assurance (IA): Must achieve the appropriate IA certification within six months of assignment.
- Emergency Essential: Certain positions MAY be deemed emergency essential and incumbents must be willing to meet all position requirements.

Salary
2023 salary range for the Denver, CO area:
GG-11: $76,551 – $99,513
GG-12: $91,753 - $119,280
**This position is a Full Performance position. The NRO is accepting applications from U.S. Citizens and current Federal Government employees for this position. Hiring Incentives
The NRO may offer hiring incentives and other entitlements at management’s discretion.
Trial Period
All new DCIPS employees will be required to serve a 2-year trial period.
